Consumer Protection bodies must ensure that this sanction is not audio but must be seen to be effected and reflected in the March bill.

It is not an extortion scheme.
The model used by DISCOs is what is wrong, which is why NERC introduced capping that was neglected by DISCOs.
This neglect is what they are fining them for.

If there is no meter, a model will be used to bill customers. The actual energy consumption reading cannot be accurate hence the value is estimated viz the name estimated billing. In this case, your energy consumption should be estimated on reasonable model because you must pay for the energy charge. Unfortunately, DISCOs hide their inefficiencies under this menace called estimated billing.

It's now that they are waking up to the heist perpetrated by this discos, especially eko distribution and EDDC. Those ones(EDDC) are specialists in fleecing customers anyhow.

In a sane country, meter should be given to customers free of charge while customers only buy units.

They don’t want the customers to have meters. What they call estimated bill is nothing other than excessive billing. If bills are actually estimated, they should either be higher or lower than the actual bill. However, in the case of Nigeria, the so called estimated bill can only be higher than your consumption, never lower.

Honestly those guys are wicked. I was billed 168k for a light I did not use. They only installed the meter but it wasn't in use for about 3 months and the next I saw was a 168k arrears.

Will the fine be shared to their customers
