Let me explain - If his shop can accommodate 1000 bags of cement only, your 30 bags is depriving him from re-stocking 30 bags because its taken up space. In a normal situation he wont mind, but with the present situation its a lose for him too.

The other argument is, but he has used your money for business too, YES - that's why you wont pay whatever the present price is but you'll pay an extra on the amount.

My Opinion thou - remember business has rules including IF YOU CAN'T DELIVER, RETURN THE BUYER'S MONIES.

The worst that wld happen if you take it too hard on him is a police case and the police wld only ask him to refund 100% of the money you gave him.... (see why shouting shd not be an option?)

We all do business too, like buying and selling.
A deal is complete and completed when buyer and seller have agreed and money has been fully paid and received together with receipt. Once this is done, they have become the buyers property irrespective of where the goods is stored or kept.

If the seller wants to charge me another fees for keeping my (PURCHASED CEMENT) property in his warehouse because it's occupying space, then he can issue an invoice and I will gladly pay up the serve charge for keeping my cement in his store.
I think we are saying the same thing but in a different way.
I am not not going there to argue with anybody. I am going there to carry my cement which I have paid for and I won't take any refund.
Will he refund me if the price of cement drops to N3000? The answer is "NO".

the materials below,I bought them almost two weeks ago and the prices have jumped from 25k to 35k. The seller called me yesterday and begged me to come take them that the temptation is way too much to resist.

That's what a normal human being does and not sell them and insist on being paid extra. I paid 100% at the point of purchase too

900 x 1200 window is great size for daylight inflow
However, proper ventilation focuses more on the number of window and positioning than the size.
if you are very particular about ventilation, then you should consider and ensure that the room is cross ventilated, such that you will have two windows, where fresh air comes in from one and pushes hot air out from the other.

We have a four bedroom bungalow during rain season we don’t get to use the 2 rooms at the down part of the house , is it possible to break half of the house and make it one storey building?

Shedding more light as to the exalt reason why you are not able to use the two rooms will help us understand the problem before advising..
However, please be cautious about converting your bungalow to a storey building, it might not have been designed for that and won't be sustainable.
But if you are Keen on converting, get a resident structural engineer to come take a look and advise properly.

This is a case of inappropriate foundation. The adopted foundation is not the right design for the topography. Breaking one part of the house and turning it into a storey building without addressing the inappropriate foundation will not solve the problem. It may even make it worse.

You need to correct the foundation and because it's a bungalow, you will have to remove the roof, break and evacuate the concrete floor and sand fill the floor to FOUR courses high at the lowest part of the building. A structural/civil engineer should determine this. Do a DPC - and then add blocks to raise the head height of the building before roofing.

It very vital to get your foundation right. A failed foundation can be very expensive to fix.

Thank you. The rooms has double windows . We are just particular about the cost of fabricating a bigger window size.
