Second, most Nigerians don't have address and own their own petty business or farming. How can you trace such ones?

Exactly what Tinubu aims to achieve..
He once said and I quote “ How can you tell a judge or a policeman not to take car and houses or money equivalent as bribe when he knows he has to save a portion of his salary for 8years before he can afford a new car??.”
It’s next to impossible no matter what you do..with this credit scheme they can take loan with next to zero interest for the cars and houses they want and pay back conveniently while using the cars or house..
