Firstly, he stayed in power for 5months and unify the civil service 45 days before he was assassinated. If Nigeria did not want that policy, who enforced it after he was killed? Why did the new government not repeal the decree?

Secondly, when Ironsi was killed, it was still 4 regions renamed as 4 states. Why did Gowon divide the 4 states to 12 states making it impossible to reverse?

Our founding fathers painstakingly deliberated 4 years upon the best form of system of govt suitable for a country like ours and eventually, we all agreed on Regionalism.

However, within 5months of Ironsi's inglorious regime, he was busy telling us that regionalism is actually the bane of Nigeria. Consequently, he unified (the civil service) without our approval. The new federal ministry of agriculture has precedence over regional/ provincial ministry of agriculture.

The person/group at the head of the food chain gets to distribute the resources therein as he deemed fit.

Well if you think that unifying the civil service was this unforgivable sin that Ironsi did, you can imagine our surprise when you guys were jumping up and clapping for Gowon as he used Decree 14 to scrap all 4 Region altogether, create 12 states to replace them, then scrapped resource control with Decree 15
