At OP i think thats which you see is common with Emulsion paint, quality of paint is the major cause here

you won't see such on gloss paint or satin ... paint quality matters

that's Moisture, has no water resistance from the soil in where foundation is built, the foundation itself collect water from the soil, there's nothing they can do to this except constant maintenance, it can only be stopped during DPC process but at this stage? Nothing

Lack of ventilation causes growth of bacteria around the wall, and this a mole bacteria.
