If they can produce more of this for example....10million of this and their gain per one is 200....that automatically translate to about #2billion naira.

There is always a maximum point one can scale any business before the law of diminishing returns sets in. First, what is the share market value of toilet paper within their covered region?
Then, how much of that share market value can their company alone possibly grab?
You might think they could explore or expand into other places but it not that feasible. Consider the cost of logistics and their margins would drastically shrink.
Remember, we are talking about a bulky item. Transport adds to overhead, that puts them in disadvantage as they wouldn’t be able to compete with other localized companies in the new market.
