Okay, then this seems like a unofficial arrangement cos normal normal. If the inmate you want to see is yet to come back from court, they won't or shouldnt attend to you. You wait till their arrival from court, of it's within visit hours, then they will pass you in. But if visiting hours has elapsed, you have to come back the next day.

May be you are in a hurry cos you went their from another city. But next time, just wait and see the inmate you intend to see.

Most NGO esp Catholic NGO, usually wait and see their programmes through before leaving.

I don't think it was unofficial. I was allowed to come inside and they registered everything I brought after a thorough searching. They promised to deliver them to the owner. Many of their officers were there and I even tipped all of them.

It wasn't a good experience. They should have just asked me to come back next day if they won't deliver the items. According to my colleague, some of those officers sell food items and provisions to inmates, mostly at very exorbitant prices. I think that's unprofessional too.

Yes, unprofessional. with my experience through NGOs, they should have asked you to come back. The officers were highly unprofessional.
Yes, as NGO we bring in food for the inmates. So I know that the FG feeding provision is grossly inadequate, other needs are not met, so NGOs help and then they have welfare office that help them with other daily needs supply from outside, but like you said, at higher prices. These welfare officers coordinate our visit program as NGOs too.
