I think they introduced those conditions to reduce the number of applications they will eventually receive. If you see the number of applications that HR people have to sort out every time they advertise an opening, you begin to pity them. That's why many big companies use ATS to automatically get rid of applications.

There is a fixed number of years service. I can't remember the exact number of years but I think that it's more than 15 years after which the person is retired. That's why it's called short service commission.

I think that bar is Major or there about. That's the highest until retirement. It's different from those that are commissioned through NDA. They don't have any bar.
