@op, you did the right thing, they are to collect your DL or original vehicle papers, if not available, they impound your car.
They either give you a ticket printed out from their machine showing the booking details or they write it out on a booking log and tear out two copies for you which you present one at point of payment another at point of collection of the the item collected from you.
Most of those petty offences don't require them to impound your vehicle

If your offence is serious enough it will be stated clearly there on their schedule of penalties (the thing is online somewhere) that your car is to be impounded

Once they take down your driver's license details it's in your best interest to pay, otherwise the next bunch that stops you will see the outstanding fine and actually impound your car, or their computer will flag you when next you try to renew. And those crooks are not supposed to stop you unless they see a violation (e.g. cracked windscreen, broken lights, bad driving). They aren't allowed to randomly stop vehicles. That's why Ambode told them to get the hell off state roads, Ambode was the people's governor. He even restricted the greedy VIOs to their offices that time and hunger almost killed the b@stards

One Hennessy for you
BluntCrazeMan:
This happened to me in Awka, Anambra State.
(Those officers didn't know that they met with a strong-headed but quiet somebody)

For those persons who know Awka very well, this thing happened at that Military Checkpoint which is very close to the ICC center, along the old road.

On this particular day in question, the FRSC officers were also operating near this Military Checkpoint in question. They usually do that on some days.

They stopped me for no obvious reasons, and I parked one side, so that I wouldn't be seen as disobeying the officers of an instituted authority while they are on their legal duty.
They demanded for my papers which I gave to them, and they checked everything and gave the papers back to me.

They demanded that I opened my car boot (my car trunk). After they finished all their searchings and checkings (they even checked the spare tyres and jack and triangles), they later said that my Fire Extinguisher 🧯 has expired, that its pointer is not pointing within the green range on its indicator.

I said “Ok,, so what next”?

They started booking me (for the offence they said I committed).
I stood there quietly and silently, and waited for them to finish.

(if the officer had taken me to the back of the car early enough, and wanted to settle my matter quickly, I might have considered settling myself with them there-and-then in order to be on my way as quickly as possible,, but since they have decided to waste my time on protocols, then I decided that we must do the protocols to the end, and they won't get any shii-shii from me -- whatever money I have to pay, it must be to the headquarters, and not to them again.)

After they finished wasting all my time while they booked me, they came and told me that I should pay ₦12,000.

I said “Okay”.
I didn't even argue.
He then said that I should pay to them so that they can help me and pay it for me.

That was when I started my own wahalla..

I said to them that I won't give them shii-shii..
I will pay the ₦12,000.. No Problems.
But I must pay it directly into the FRSC Headquarters’ Bank Account.. AND NO TO THEM.!!
The officer directed me to their oga.

I was laughing at all of them inside my heart.

Their oga said I should leave my vehicle there with them and go to any bank which is close-by, and that the bank will generate Remita code for me, before I can pay.
He told me that it is usually long process, and that is the reason why they usually opt to do it for the people, so that they can lump all the money together at the end of the day and generate one Remita Code..

I now laughed-out..
I couldn't hold the laugh any longer.
He asked me why I was laughing,, I just showed him my phone.
I had already logged-in to the Remita App on my phone while he was still talking,, and I had even found the FRSC on the Remita App..

I told them that I will make the payment directly to the REMITA, and generate the receipt right in front of them, and go and find a printer anywhere, and print it out and give to them, and that the whole thing wouldn't even waste 15-Minutes.!!

The officer told me that it seems that I am a person of trouble.!!
I told him “No oooo!!”

I then told him that before I make the payment, that I need to read the content of the document which they used to book me..
He gave it to me, and I finished reading it.
I saw the offence they said that I committed, but I didn't see where they wrote any amount that corresponded to the offence.
They didn't even write “₦12,000” on top of that document..

I asked him how he knew that my offence is equal to ₦12,000? I told him to write it on top of that booking document.. The rule I broke and the corresponding penalty to it,, then, a summation at the bottom which shows how much I should pay.

That was how I started teaching the officer how to book people properly for offences.
He was visibly not comfortable that I had all the time in the world to waste with him.

I told him that:
“it is either he gave me my own duplicate-copy of the booking document, or else I take a photograph of the booking, I would print out and keep inside my archive of payment-receipts -- which helps me whenever I am doing my financial audits”

He shouted “haaaaa.!! That one will be difficult ooo”
I asked them whether it is also difficult for them to give me my own duplicate copy?? And they said “YES”,, that they don't usually give it out..

I was visibly enraged..
I asked them: “How can I be paying for something I don't even know how it came about, and yet, there is no evidence for me to keep -- which confirmed that I paid for such a thing??”

I now demanded for them to also show me the the book or booklet that contains the schedule or the rundown of all the possible offences that someone can possibly commit and all their respective penalties -- so that I can snap photos of them too, because I need to know all these offences and study them very well, so that I won't commit another offence again another day.

The Oga said to me,, Oga, please bring ₦3,000 and go your way abbegg..
I told him that I don't even have ₦500 cash on me.. But I can do the ₦12,000 to Remita, because it is wireless.
They told me to go and do POS and give them the ₦3000 cash, but I refused.
I had to tell them that they had wasted my time so much to an extent that everything must have to be fully done accordingly in accordance to the strict protocols, and therefore, let us do the whole protocols to the end.

I then told them that I also even needed to snap the photos of the document which they used to charge me,, and to also snap photos of their main book which contained the list of all possible traffic offences..

The next thing he said was: “Oga, come and be going abbegg.!!”

I was like,, “After you finished wasting all my time.?? What about the booking nko?”

They said that they will tear it., that it is no more necessary again.

I still pestered them further, that the reason they wanted me to go just like-that is because they wouldn't want me to know all the other hidden traffic offences, so that they will catch me another day.. I told them that they should get the document which contained all the traffic offences so I can have a look at it; but they told me that they didn't come to the field with it, that the document is at their office, that I can drive to their office and demand for it.

That was when I got back inside my vehicle, started my vehicle, and dropped one parting word for them:
“This nonsense you people did to me is the exact reason why nobody likes to stop whenever they see you guys on the road.. This thing you are always do to people is the exact reason why a lot of people end-up seeing you guys as grossly unprofessional in your dealings with the people,, and it is too baadd..”

AND I DROVE OFF,, AND LEFT THEM..!!

What pained me most (after I left there) was that I didn't even take time and look around chests and shoulders of those officers to see whether I can get their names and their service numbers..

It would have made it very easy for me to report them to their headquarters, without having to waste too much time in explaining their identities..

Assuming that I ended up paying that ₦12,000 on Remita, I would have vehemently insisted on taking the photographs of both the original booking and the duplicate copy which is supposed to be my own,, and I will find @FRSCNigeria on Twitter and on all social media, and even their Official Email Address, and I will continue to send them messages -- until someone responds to me.

That day was almost totally wasted for me.
I spent like two hours there,, arguing back-and-forth with them..
The experience was so bad.!!

It even turns out that many Nigerians are suffering exactly the same thing in the hands of FRSC Officials... And some of them have come up here on Nairaland to tell their own stories too..

MY DEAR FELLOW NIGERIANS,, AS YOU ARE READING THIS EXPERIENCE OF MINE, PLEASE DOWNLOAD THE REMITA APP RIGHT NOW, AND ACTIVATE IT IMMEDIATELY.

WHEN NEXT THE FRSC OFFICERS HOLD YOU DOWN ON THE ROAD FOR ANY TRAFFIC OFFENCE -- (EVEN BEFORE THEY START BOOKING YOU) -- JUST TELL THEM IMMEDIATELY THAT YOU HAVE REMITA ON YOUR PHONE, AND THAT IT IS THROUGH REMITA THAT YOU MUST PAY ANY OF THE PENALTY THEY WOULD BOOK YOU FOR; AND THAT YOU WILL GO AND PRINT THE RECEIPTS OF THE REMITA-PAYMENT FOR THEM TO USE AND CONFIRM WITH THE ABUJA HEADQUARTERS. AND THEN, ALSO INSIST THAT THEY MUST BREAK DOWN ALL THE FEES OF THE PENALTIES FOR YOU, AND GIVE YOU A COPY OF THE BREAKDOWN..

WITH THAT, THEY WILL HANDLE YOUR CASE IN THE MOST ORGANIZED AND PROFESSIONAL MANNER..

Your prior knowledge of the penalties really saved you guys that day ooo
Sometimes if I'm driving long distance journey ( Lagos to SS or SE) I always prefer they booked me in interchange for lighter offense like between 2k to 3k just to avoid their palava. So any of their checking points I'll just say this motor has been booked and presented the paper my going and coming back is free from them . As I'm coming back branch at ijebu ode pay my fine and go to their office in interchange to collect my driving license. I always make such I travel with original licence (frsc) and duplicate for police. Sometimes I used it to cajoe police no to give them their right

They stopped me sometime ago in Minna. That I wasn't wearing seat belt. I said OK. And they compiled all the offenses. Not wearing seat belt turned to 3 offenses. People that knew me stopped and were begging. Road safety was like who u are begging for is not saying anything. I say what do u want to say? I was truly not wearing seatbelt, I admitted. They tore the paper gave me to go and pay within 7 days and took my driver's license. I gave my guy the money to go and pay and go and give them the teller and get my driver's license. The guy came back with my driver's license and say the officer asked him "oh, that guy go pay?". I was confused. U gave me paper to go and pay and I went and paid and u are surprised.

No oh that is just the case of many Nigerians is any position of power...they don't want us to know our right as a citizen,u see them shouting empowerment here and there only for them to empower their selves and family, they should empower us with the knowings of our right and see the drastic changes in the corn tree!!!
There is a reason Nigerian education system is Dog shit. It c guarantees a large population of illiterates that will never know their left from their right. You can even ind many of them on nairaland.

Few people, like OP are able to rise above this limitation, but it is not enough. When people learn to do the right thing, everyone else makes progress.

See an example inside the thread below..

Correct guy! I like people like you. That's how I deal with FRSC, VIO and Police, that is, if I am on a good mood and decide to stop.

Bunch of cowards. Somebody defended his civil rights and refused to be exploited like a fool. Some people are underplaying. We want a good system but we don't to sacrifice. Go and read what the black people stood against before the gained little liberty you are desiring to enjoy.

That is totally No. The Oga is scared because he didn't know the status of the person that engaged him by trying to teach them how their work should be done like booklet that contains list of traffic offences with equivalent charges.

See Mr BluntCrazeMan, I just want to use this your story to corroborate mine and many other things in the hands of uniform men in Nigeria.
I used to tell people, if you're clean and innocent you won't be harrased by our uniform men anyhow. And also if your documents wether be it vehicle or work own are up to date, you will feel confident to stand up to them.
I used to shake my head whenever some people say they pay huge amount of money to police or whatever even though no incriminating thing was found on them. That's a lie bro or sis. Some of you pay this money bcus you are either in a hurry or have some illegal things in your phones or possession.
.
Let me tell you a little about myself. I'm 45 now and just retired from commercial bus driving earlier this year.
In my 20yrs of driving on Lagos road, I have never gone to a police station and stay more than 20 or 30min before case is settled. I don't know how FRSC or VIO offices look like except seeing them from the road.
So how do I manage to avoid their wahala and shenanigans, simply put. Make sure all your papers and driver's license are up to date.
Everything you know road safety will disturb you with, get them. And you will be confident to stop for them and then go when they have found you clean.
.
Now having my documents up to date doesn't mean I don't settled or bribe them at times. The cus of this settlement is when one is in a hurry to meet up with your trips especially during rushing hour to pick passengers. And secondly passengers sometimes make you bribe them with "abeg oga no delay us we dey go work".
But honestly if I have their time and not too in hurry. I always park and let them check whatever they want to check.
Like for example, there was a time a serious traffic was at the express of between national theatre to Orile bus stop in Lagos. So many vehicles were taking the alternate route of brewery along Indomie company.
So I took there, only for some policemen to start collecting #500 from us.
When it got my turn, I told them I can only afford #200. They said no way and told me to park. I wanted to cause obstruction but decided against it knowing full well how police behave.
.
So I parked, the usual shout from passengers that I should pay them and let's go now didn't get to me. Cus it was evening time and that was my last trip for the day.
One of the police man came to meet me again and said howfar, wey your #500. I told him I don't have both the #500 and even the #200 I suggested earlier. He said ok, he's coming for me that my vehicle must reach station today and I will pay times ten of what he asked from me. I just laughed it off.
Then someone tapped me among the passengers and said, oga this one you're confident like this. Are all your documents complete, I nodded yes and he came down, went straight to one of the policemen and told them to come attend to me before anything.
They were reluctant, cus they intend on delaying me till when they will take me away.
.
But the man showed them his ID and lo he was a lawyer. He told them if they don't attend to us on time he will take the matter serious.
One of the oga police came to where I was parked and said "shebi you don go call lawyer for us, just pray make any of your papers no complete first".
He then asked me my papers and driver's license. I confidently gave him everything.
After some minutes perusing everything and trying to come with one excuse, he couldn't find any. He then gave me back my papers, and said I should bring the #200 I wanted to give them earlier. Before I tried to say something, the lawyer has already said it on my behalf. No way is he going to give you anything after all the time wasting.
.
Me I just laughed, tell my passengers to board and we moved. Along the way, the lawyer told the passengers that they shouldn't always be in hurry. That it's due to being in a hurry that policemen used in extorting drivers. And also how he wish all commercial buses have complete papers like me.
So guys, in Nigeria just be clean and original and you won't be harrased anyhow by our force men

Google or checking their website would have shown you all offences and their related penalties.
But I wanted Vawullence at that point in time.!!

Why would I go to Google again in front of them for?

Again, I needed a factual document which I can go to court with.
So, it is their document that I can use in court; and not something I saw on Google.
