Quiet engine means crap performance because they focus on efficiency than raw performance. Noisier engines means higher torque, higher rpms, higher horsepower....It's a no brainier.

Thanks for nipping it squarely, what tames the noise of an internal combustion engines are the mufflers or silencers and the way they are designed, it tends to restrict power , and in so doing reduces their overall capacity or output.

That is why the efficiency of an Engine can never be 100%.

Though designers can deliberately make an engine to be loud, but something must compensate for that loudness and it's usually your fuel.
