But the menace of open defecation is perpetuated mostly by miscreants , homeless people and touts with no access to smart phones or worse still don't know how to use one...how will this initiative benefit them.
You have data to back this up, including the that those outside the bracket you listed have no need for public toilets?

Good question! Your concern is valid.

As I travel to work every day through the Third Mainland Bridge, I see them and their bum bum out, no shame!
And in your daily travels, you've never had a need for public toilets?

You can not draw a straight analogy between an institution of higher learning as UI and Lagos state in general...the demographic paints a complete contrasting picture.

Open defecation does not happen in UI, The App is workable there because it allows educated people with smart phones to locate conveniences and clean ones in real time, conversely the case of Lagos state is different the targeted people are mostly homeless illiterates, touts and miscreants with no means of accessing the App.
Thank you for the bolded. Exactly what these people are failing or simply refusing to see.

@Naptu, Good luck !

Too many homeless people in lagos, every facility in lagos is overuse same as the kpekus
.. when the rural areas, villages, communities in Nigeria are not developed and are in bad and deteriorable conditions..many of those living in the villages communities will migrate to the cities... Lagos, Abuja and other cities..that is why Lagos is overpopulated..if rural areas, villages communities are well developed with electricity, good roads, schools, hospital, companies, industries this will reduce rural urban migration and number of people migrating to Lagos will reduce

What is the point of a failure comparing himself to another failure? To achieve what?

What is the business of Lagosians with Anambra state when they are not paying taxes to Anambra governor?

Should sensible Lagosians not ask what Tinubu, Fashola, Ambode and Sanwo Olu have done with their trillions budget every year, such that they failed to build enough public toilets to prevent open defecation? Do you know how many public toilets have been built since 1999 in Lagos?

What am I even saying, if the four governors failed to make ordinary water available to all households, they surely didn’t make public toilets available for everyone.
I think the provision of public toilets and its maintenance should be cordinated solely by the LCDA as they are closest to the people. The State and LGs should regularly monitor it as the case may be.

How feasible is it to provide water for the masses today in Nigeria? Can you give a possible framework on how this can be done especially in Lagos?

Even if it doesn't exactly, it will go to an extent, and they will scale up to meet current reality, and continue upgrading as things evolve.
Facebook messenger and WhatsApp didn't start with voice and video calls. They started first, and scaled up.

Think positive, and be visionary. No be these bad energy you wan use your life do bro.

Lagos is filled up with mxd people, nothing that's for the public that will last. Either it's damage, vandalized or stolen

Not true. Laws implemented makes a society what it is. There are more badly behaved people in the US, functional institutions put them in check. If you leave men in the US, them go still shyt for streets.
If other backup infrastructure are in place, and this one is followed up, with strict implementation of penalties on defaulters, the city will be clean.

Which law enforcer will guard public toilet 24/7?

Most law enforcement in Nigeria are either corrupt or nonchalant.

Lagos is an extremely complex city.

When Mile2-Apapa express was rebuilt and commissioned, just 2 weeks after commission the whole gutter was filled up with dirty and excreta... Law enforcement were still active, after a month they got tired and left.

There's another common trick on Nairaland. I call it the "One size fits all" approach.

There are usually many reasons for a problem, so government needs to use a combination of solutions to solve the problem.

But trolls will act as if one solution must solve all problems. It doesn't work that way.

There are very many reasons why people urinate and defecate in public. These include:

⚫️Homelessness

⚫️ Lack of public toilets

⚫️ Lack of information

⚫️ Lack of planning or impatience by the violator.

Therefore, many solutions need to be used, including:

⚫️ Arresting violators

⚫️ Providing public toilets

⚫️ Providing information about the location and availability of such toilets.

This is easy for even a child to understand.
Two or three other issues

There is also sudden and unexpected bowel issues. I have had a number 2 come at me out of nowhere. Most times I have been lucky.

Irresponsible Nigerians
I had a bowel emergency to use a toilet in a petrol station and there were two young boys likely having sex in the stall beside me. When I finished I informed the manager and he chased them out.

People in general abuse and misuse toilets made for public use. So you find that petrol stations, eateries or supermarkets that to issue access restrictions

Twitter toliets i guess, so the lagos government is still talking about toilets and defecation in Lagos, i thought Tinubu has already built all these in Lagos.

They all do.
When it is made law, the number of toilets can be specified and this could be tied to construction or operational approval.

That already exists. It's called My Lagos App. It enables Lagosians locate police stations, report problems directly to the Lagos State Government (bad roads, waste issues, etc).
The number of person using the app are not more than 20 people so indirectly it not working

I really hope they maintain this. Our maintenance culture is horrible and We as Nigerians have a terrible record of using public properties. I don't want to imagine the state of those toilets if they aren't regularly cleaned.
The horrors of public toilets in Lagos I visited decades ago hasn't left me till this day.
