It will not work. The government controls the police.

The only way it will work is if the youths are invested in the security architecture of their homeland. Anywhere any confirmed bandit is apprehended, do an investigation before neutralization. Do the act off cameras and witnesses. No phones.

That is what SE youths are doing, and it has been effective in combating insecurity in any region.

This is the only way to end the menace. Like thd Russian Soldiers in Ukraine, as you eliminate they replace, but there will come a time when they wont come again.....knowing fully well that its a one way journey into kidnapping, once you are caught, you are dead. Even their sponsors and godfathers in the north will tell them to stop the madness.
