His culture didn't fail him. He failed himself. With all the things he has been hearing about the blacks or Africans getting jailed for rape or attempted rape, he still let his guard down? Define the weak. So, the weak is an adult above 18 years who should have a driver's license meaning can make sound and effective decision, but intentionally choose to make a wrong decision that will impact her sense of judgement by taking an ontoxicating substance in the public. To you, she is weak. Right?

If I am right about your mindset, you put a person who isnt a minor who deliberately altered her own sense of judgement in the same category with total helpless minors and adults.
