You are confusing time with movement. You're saying time does not exist if there is no movement, and that's not true. Time can exist as a background dimension—a geometric grid—regardless of whether matter or energy is actively moving or not.
There's also possibility of a "block universe" where the past, present, and future all exist simultaneously. In this framework, the universe is a static, unchanging geometric structure, and time serves as the framework connecting these frozen events rather than a "ticking" clock!

Big bang is settled science. Time, space, and matter started with the big bang. Common sense ought tell you that something caused the big bang and that thing sits outside the big bang and therefore sits outside space and time and matter!
