Isreal just came out of Egypt and so they already had multiple wives since they too were pagans like Egypt and everybody in the world. So Exodus 21:10 was given, just like all the other Commands in Exodus 20 to stop Isreal from continuing in evil.

Then in Deuteronomy 17:17, God stopped it completely commanding "Ye shall henceforth return no more that way.
Neither shall he multiply wives to himself, that his heart turn not away::"

And then by Malachi you do not see any Israelite with 2 wives in proof that they understood that God told them to stop polygamy.
