you can buy from sellers but these sellers have or make use of USA paypal account where they can sell paypal and also receive when they buy from others too.

Can I withdraw from my paypal using my atm card?

with the Nigerian paypal you must link a card (master or visa) card for verification and thus card must be linked to a bank account but for the USA paypal if you operate one here in Nigeria you can link your payoneer card to it and be able to withdraw on any ATM with the master card logo.
Also there is no need registering a Nigerian paypal account to a USA address.
The Url's and functionalities are different.
