The Warri Refinery was awarded by Yakubu Gowon to Snamprogetti Spa Milan, Italy in 1975 (in this period, Buhari was the governor of North-

eastern state) at the cost of $478 million and commenced operation in 1978 (now he was a Petroleum. Minister). It had the design capacity of

100,000 b/d.


The Kaduna Refinery was awarded by Murtala Mohammed in 1976 and was built by Chiyoda Engineering and Construction Company - a

Japanese firm, at the cost of $525 million and was completed by Obasanjo in 1979 (Buhari's tenure as the Petroleum. Minister ended in 1978).

It had two refining streams (50,000 b/d fuels units) and (50,000 b/d lubes, waxes Asphalt plants).


Port Harcourt 11 was awarded by Gen IBB in 1985 with an installed capacity of 150,000 b/d and completed in 1989. Meanwhile in 1985, IBB

undertook an expansion of the capacities of the fuels units in both Warri and Kaduna refineries to 125,000b/d and 110,000b/d respectively. He

therefore added 185,000b/d capacity to the total 445,000b/d as at 1989. No further addition has been added till date.


So, when did Buhari build the four refineries?

Lets I forget, Buhari has no legacy as a former Head of State despite ruling the country with an iron-fist.

Thanks so much for this wonderful input. I said that Buhari didn't start or initiate any refinery because he wasn't in the government when the decision was taken.

Now we can see that Buhari paid off NO debt, initiated or built no refinery... the next lie to be exposed will be.. Did Buhari really stopped foreign borrowing because of our debt or because he can reach agreement with creditors?

Lies will be exposed and I hope that Nigerians will know who the man Buhari really is.

From the above analysis, it is clear Gen. Muhammadu Buhari(Rtd) never awarded ANY contract, nor built or commissioned ANY refinery in

Nigeria as a Head of State, therefore the story making round that he built three refineries is absolute fallacy and an attempt by career

I have said it before, Buhari offered nothing as head of state and will offer absolute nothing in the future except retrogressive laws on freedom of speech, that is his specialty.

Imagine someone spent less than two years in office and had great wonderful achievements that even pdp can't turn a bind eye to whilst someone else is closing up to six solid years in office with virtually nothing to show for.

Change is imperative. Of what use is our democracy if the ruling PDP keeps winning elections? PDP, relying on the power of incumbency, has been 'winning' elections at the centre since 1999. Until we have a change of government at the centre, our democratic credentials remain suspect. Us Nigerians like to believe wrongly that we are the Giants of Africa, but the true Giants of Africa are countries like Ghana, Senegal, Zambia, Côte d'Ivoire, Togo, Benin Republic, Malawi and Kenya. These 'minor' fellow African countries have all succeeded in effecting democratic change at the centre, following democratic elections.

Using the English Premier League which Nigerians seem to follow passionately as an example, how compelling would the EPL be for fans if year on year, one football team, say for e.g Man United, had been winning the Premiership since its inception in 1992. Any genuine football fan would tell you how boring and predictable that would be. The joy of sport most times is for the underdog to triumph over the top dog.

Likewise for politics. Nigerians must not forget how fervently we all supported Obama's candidacy during the U.S elections because we were all fascinated by his underdog status - a black man, the son of a mere Kenyan immigrant father, taking on the might of white capitalist America and winning!

Fellow Nigerians, it is time for CHANGE!!
