Nigeria governors challenge (vote now)

Much have been said about Nigerian governors, the performing and the seemingly non performing ones. In recent times, there have been a commendable and appreciable bar raising in the art of governance amongst the state governors as each state government strive to outperform his counterparts in the other states. This has in recent times prompted the media to be awashed with countless of adverts showcasing projects, policies, etc embarked by the various state governments ostensibly to better the lives of their subjects. In Good governance challenge we tend to look beyound the rhetoric and hypes of the media and dig down to the nitty gritty of good governance in Oder to extensively and exhaustively analyze these governors in all the critical sectors of the economy.

Though, it may appear to be a double standard drawing parallel amongst the governors considering the fact that they do not have to get and receive the same IGR and federal allocations respectively. However, the art of good governance transcends just having huge money at your disposal. It entails the ability to effectively utilize the little you have to effect positive change in the various sectors of the economy as well as putting fort winning strategies in order to expand your revenue base. It also entails cutting down reckless, frivolous and unnecessary spending in addition to blocking loopholes in the system so as to free up more money for capital projects. Good governance is all about effective leadership that is built around core values, sincerity of purpose, good leadership skills and the drive/passion to effect positive change.

The Nigeria governors challenge also known as good governance challenge/league is a competitive challenge where the performances of all the 36 state governors in the various sectors of the economy are showcased and appraised by the general public who accordingly vote/nominate their choice governor(s) (by perhaps given us verifiable facts) on the sector of the economy which they think they perform best. The governors scores points according to the impression they made on the general public who vote/nominate them. The governor with the highest accumulated points at the end of the league becomes the best governor or ‘The Crowned Good Governance Ambassador of Nigeria’ for the year. In this ‘ Good governance challenge’ we are going to explore and appraise the performance of the 36 states governors and carry out an extensive and comprehensive evaluation of how they have been able to transform the following major sectors of the economy of their various states:

Agriculture
Infrastructure
Education
Health
Security
regional and rural development (development outside the state capital)
Job creation/Human Capital Development
Resource Prudence/management


The first seven are very clear since they represent the major sectors of the economy which the other sub-sectors can be found within (if you wish you may get the key points pertaining these sectors hereThe eighth item which is Resource Prudence/management goes to tell us how well and prudent the states have been able to put good use of the resources available to them. Are the monies they receive commensurate to what is on ground in their various states? Where they able to manage even with the little at their disposal? To what extent were they able to expand their IGR. what is their capital to recurrent budget ratio and to what extent are they implemented( you may get the states budget analysis here). How well were they able to curtail unnecessary expenses and block loopholes in their government? Are their borrowings and debt profile in conformity with the fiscal responsibility act? On the flip side are they been over frugal ( ie saving unnecessarily) when there are many sectors of the economy begging for attention? A good balance of judicious borrowing, savings, strategic debt servicing and result oriented spending makes one a good resource manager.

The seemingly double standard of privilege and non privileged states competing together is being addressed with the concept of the premium normalizing index ( np ) explained below:

Premium Normalizing index ( np ): this is a statistical factor that is based on the average budget per capital of each state. It is a factor that cancels out the perceived advantage of the very rich state and the not so rich state, the not so populated states and the very populated states. For instance Bayalsa State with a population of less than two million and an average yearly budget of over N200b has the highest budget per capital and a premium normalizing index of 0.8 while Katsina with a population of over six million and an average yearly budget of less than N100b has a premium Normalizing index of 1. The following link here here shows a table of state arranged according to their total budget(2007-2014), average yearly budget, budget per capital and np.

The total point accumulated by each governor in the league table will be multiplied by The premium Normalizing index to get the premium point of which the governors is to be rated. This normalizing factor fairly places all states to a common base eliminating the perceived advantage of the so called rich states with higher budget per capital.

The good governance league starts here.

It involves two stages namely: the preliminary stage and the final stage.

The preliminary stage
In the preliminary stage you match governors against the sectors you think they have performed best. This stage is more or less a nomination stage where you nominate eigth governors and match them in the sector you think they have performed best relative to other governors ( you may nominate less than eight depending on your knowledge about the governors and the sector). In your nomination you state the sector/the name of the governor/the name of his state. for example if you wish to vote governor Elechi as the best in Agriculture you may simply type Agriculture/Elechi/ebonyi state. you may go further to state your reasons in form of achievement he made in that sector. You do the same for other sectors. This stage will last for one week with the league table showing the governors standing being updated every twenty four hours. the five governors with the highest votes from each sectors will qualify for the finals. A total of forty slots in all sectors will be for grab in the first stage. which means five for each of the eight sectors

The final stage.
Here is where the real points are accumulated. Once a governor made it to this stage in any of the sector then you are sure of at least a point. At this stage the competition get tougher as there will be extensive and critical evaluation of the performances of the top five governors in each of the sectors. Each sector is given three days to evaluate and appraise the five governors within the sectors. The governor with the highest votes gets five points, the second gets four points and so on till the fifth which gets one point. This stage will take a total of twenty four days that is three days each for eight sectors. The league table showing the points and the standing of the governors will also be shown intermittently. At the end of the league the governor with the highest point (after normalizing) becomes our ‘Crown Good Governance Ambassador of Nigeria’ and of course the best performing governor in Nigeria, the second becomes ‘First runner up Good Governance ambassador of Nigeria’ and the third ‘Second runner up good governance ambassador of Nigeria’

Rules:
1) No double voting. that is you cannot vote for two governors in one sector eg security/Fashola/Lagos, security/Chime/Enugu. Here only your first option is valid

2)You may decide to use any format of voting other than the one given here as long as it is intelligible enough

3)Giving reasons for your choices though optional may help to convince others and perhaps influence their choices as they may not be aware of your choice’s achievement.

4)We should try as much as possible to be objective in our choices and in all our analysis.

5)We should eschew all kind of sentimentality

6)Personal attack of any kind will not be condoned

The preliminary stage starts now (time: 5:30pm, Date: Friday 19 December 2014 to Friday 26 December 2014. One week in total)
here you nominate your eight best governors in the eight listed sectors. You may also go ahead to state your reasons if you wish. The top five nominees for each sector will qualify for the finals.

It's really difficult to rate most due to the fact that,i have not being to most of the 36 states,if am going to base it on media reports mainly I might not be accurate in my rating

Education: I give it to Rochas the Imo state governor for his free education from primary to tertiary and it is being implemented. He also built over hundred primary schools scattered all over the state.

In infrastructure I give it to akpabio of Akwaibom State that guy is phenomenon. He almost turned uyo to dubai within just seven years

In Agriculture i will give it to Kwara state governor for his agricultural revolution

in Health i will give it to Amaechi of rivers he built over hundred free health centers after training over four hundred doctors to man the centers.he also built some quality hospitals.

in job creation i will also give it to Amaechi the rivers state governor for employing over thirteen thousand unemployed graduate as teachers. his RSSDA program is also outstanding

I need'nt talk about the Education and health sector because it is a known fact to all. in job creation he employed over 13,000 graduate as teachers (mind you their are graduates that have been unemployed for over 5, 10years but got about 75k paying job!) even the federal government can not employ up to that amount. lol, he is also empowering youths through RSDA, Trained over 400 doctors to manage the best heath centers in the country. he is giving over a hundreds oversee scholarship to both indegines and non indegines in the state every year. In agriculture the plantation farm in Tai LGA is the largest in the whole of west Africa( guys you need to visit this farm). talk about songai initiative, the fish farms etc. its endless.
in Infrastructure i will give to Akpabio though debatable cos the likes of Fashola, Amaechi, Kwankwasor will l give him a run for his money

for me, in Agricultural sector kwara state gov. Ahmed Abdulfuta cut the short for me. he has revolutionalise the agric sector in that state with his shonga farm initiative and has won so many awards in that regards

In Infrastructure my mind say Akpabio but my heart says Lamido but I will go with my heart. Jigawa under lamido has seen unprecedented infrastructural development even with the little resources in his disposal. he virtually touch the length and breadth of Jigawa state with his developmental drive

In Education and health I will give it to Rotimi Amaechi of Rivers State for his outstanding penchant for pure quality. his schools are top notch. his Health centers covers the length and breadth of his State.

In security may be I will give it to Chime. unlike most SE states Enugu is relatively peaceful

In Rural development I will still give it to Lamido. his developmental strides spreads across the state down to the rural communities

Job creation I will give it to Rivers Governor for his singular effort of employing over 13,000 teachers to staff his new schools. it is a feat that is quite commendable

Resource prudence/mgt:Rabiu Kwankwaso has no challenger in this area. Am particularly quite impressed with the debt profile of his state. considering both domestic and external debt stock they are both quite modest for a state that is considered the largest in the country yet he performed so well as a governor.

Am not saying that SE states ain't peaceful as a whole. we all know that there is problem of kidnapping in SE (though it has scaled down in recent time) but you will hardly hear about the incident of kidnapping in Enugu state. I had that the government of the state took security seriously right from the onset

I wonder how some people cook up their ratings. The Dental hospital that is claimed to be built by Amaechi is a partnership, go there today and confirm. They don't go on strike and Rivers State govt doesn't do the employment. They just built the structure.

As for schools, he built only primary schools and the secondary schools he built are just seven in number which most are not complete and the secondary schools only admit 750 students in a session and being run with 800million a term, how is this good? So if we agree that he did well in the primary even though he is just doing the job of the LGAs, what happens when you graduate from primary school? No good secondary school to compliment the primary. Talking about the tertiary, he runs it like his private school.

He built health centres and abandoned the General Hospitals, the health centres can't even do a minor surgery. The hospital he awarded in his first tenure hasn't been completed till now and let's not forget that he awards each school with nothing less than 110 for each school not including the equipments for study and landscaping.

He must have done his best in his first tenure, but I don't think Amaechi deserves to be among the first three.

Forget sentiment and your political affiliation, when it comes to HEALTH, EDUCATION AND JOB CREATION, The oda 34 shud let it go, it's CHIBUIKE ROTIMI AMAECHI all the way. 13000 graduates, who are not just employed in the papers but currently receiving salaries, forget it. It's him by a long shot. I live in Port Harcourt and I know not just indigenes but even non indigenes who are beneficiaries of his administration's job creation program.

He imposed facai cool on those sturbon grin lecturers to turn around the fortunes of that school. He upgraded Rrivers COE to a uni. built the best primary and secondary schools in the country. employed thousands of qualified graduates to teach in those schools.

Agriculture; Songhai farms, banana farms at Ogoni, fish ponds etc
Health: built model health centers in most communities, general hospitals, Kesley Harrison hospital, dental hospital, RS emergency medical services, free medicals
Education; world class schools, free education, scholarship for indigent students to private secondary schools, massive employment of teachers, promotion of reading culture amongst students, PH world book capital.
Employment generation; teachers, doctors, Tima Riv, RSSDA, Songhai farms etc,
Human capital development and empowerment; through RSSDA, foreign postgraduate and under graduate scholarship, technical and handcraft training schools, RSSDA graduate internship training program for unemployed graduates
Development outside capital city;virtually every community got a project- road,brigade, school, health centre etc.
Amaechi is a performer!

I believe police reports show that Enugu is the state in Nigeria with the least amount of police incidents for any crime and can be assumed to be the safest. Though kidnapping is a total thing of the past in all SE states. As much as I don't agree with some of the governors (Orji, Okorocha), they all did a great job on security so I wouldn't say Sullivan did something the others didn't do because they all vanquished crime in general during their tenures.

I believe police reports show that Enugu is the state in Nigeria with the least amount of police incidents for any crime and can be assumed to be the safest. Though kidnapping is a total thing of the past in all SE states. As much as I don't agree with some of the governors (Orji, Okorocha), they all did a great job on security so I wouldn't say Sullivan did something the others didn't do because they all vanquished crime in general during their tenures.

During the dispensation of the previous administration it was a general knowledge that kidnapping, cultism, banditry and gangsterism was at its peack and the state uni ESUT became very notorious of same to the extent of being one of the most dangerous unis. high way robbery was at its peak, 9th mile was a nightmare! But when Chime came on board it didn't took him time to arrest all these even when the other SE states were still sinking deep in those menace. it is also on record that one of his biggest achievement was and still is on security.
