Since you have enough time on your hands to take their picture and post on the internet, you can also do the right thing by trying to get them the help they need. There are numerous organizations that help take care of people with mental issues. Use your time wisely and try to contact these organizations. Madness or mental disability is usually not permanent. With proper help, and placement in a remand or rehab center, their issues can be alleviated.
