He should man up next time and make the date more interesting. She's already know the reason he invited her was because he's interested in her.

In case of next time, your friend should start by complimenting her look/dress, thank her for honoring his invitation, order for the food/drinks and go straight to the point. I.e I really like you, and I want you to be my girlfriend.
