This is not nice at all. This move is sponsored by some persons who fear that if there is a change of government, their oil licenses will be revoked. So they want to strip the president of such power in order for them to own the licenses forever.

Yeye peeps. They own d oil blocs while we own d oil wells. After 2015, the licenses will expire nd they know he won't renew it for d northeners. If they Streep him, we from d Niger delta will return to d creeks. Let's see how they will enjoy their licence.

MARCH 12, 2015 : JOHN AMEH, ABUJA

The House of Representatives Ad-Hoc Committee on Petroleum Industry Bill has stripped the President of his “discretionary power” to grant petroleum licences and leases to operators in the country’s oil and gas industry.
In removing this power as contained in Section 191 of the original bill, the committee recommended competitive bidding for such awards to “avoid the practice whereby the power for the award of oil blocks was discretionary.”

The committee, which is chaired by the Chief Whip of the House, Mr. Ishaka Bawa, made the recommendation in its report on the PIB laid before the House in Abuja on Thursday.

Similarly, the committee recommended the removal of the Minister of Petroleum Resources as the chairman of the National Oil Company proposed to assume the duties of the Nigerian National Petroleum Corporation and other key industry agencies.

The minister is also no longer empowered to recommend to the President who to appoint as the chairmen ‎of the boards of agencies listed in the PIB.
The agencies include Upstream Petroleum Inspectorate Agency; Downstream Petroleum Regulatory Agency; Asset Management Corporation ; and any other corporate entity established by the Act (PIB).

The House is yet to consider and approve or reject the report.
But, the committee made far-reaching recommendations on many areas generating controversies in the oil and gas industry.
On the Petroleum Host Community Fund, the committee expanded the beneficiaries to include non-oil producing communities in the country.

In the new recommendations, communities where pipelines pass through or have depots and refineries, will now benefit from oil revenues.

"In the bill, a new Section 118 cover‎s both upstream and downstream sectors.

“This innovation is intended to allay the raging distrust between oil-producing and non-producing communities in the country,” the report explained.

A Frontier Oil Services Agency is recommended to step up exploration activities in already identified oil basins like Sokoto, Anambra, Benue, Bida, Benin and Chad.
The agency is to be funded through taxes from oil production operations and “national budgetary allocations in dual funding strategy aimed at strengthening the agency and its operations.”

God bless you my brother, those from a particular section in the House of Assembly trying to play smart with the use of words, sooner or later since they've used the host communities phrase here they'll soon ask for 13% derivation.

From the responses on this thread so far, it is clear most Nigerians are just myopic and dumb. This is a very good development and I still can't understand how so many people in their paranoia have suddenly interpreted this as a plot to favour the north. How dumb can people possibly be?

The non-producing host community inclusion is a very good initiative and it is strictly a Niger delta issue. There are countless communities which have flow-stations, oil depots and several pipelines running through their lands within the Niger Delta which suffer the same oil pollution and have their air, soil and water irreversibly polluted. However when compensation comes, they aren't regarded as 'producing' communities and hence are left out. These non-producing host communities have protested this for too long and it is only sensible to consider this initiative as it would save a lot of brewing conflicts within the ND region. I just cant understand why anyone thinks this has anything to do with the north.

As for stripping the powers of the president to discretionally share oil blocks to his friends, this is a very wonderful initiative which would reduce the do-or-die nature of politicking to get to the presidency. This is something that should have been done since 1999 but a lot of people myopically think that this is an aboki plot to stop Jonathan. What these people do not consider in their myopia is that if GEJ shares the blocks to his friends this year, in 4 years time when he hands over to a northerner, the northerner would revoke all the blocks and share to his friends and the cycle of madness continues this way for life. Nipping this senseless trend is something that should be done ASAP.
