barcanista:
1. Buhari/APC To Pay 25m Unemployed N5000 Per Month
Cost Implication:

The implication here is that the sum of N125billion (ie 25million * N5000) will be spent to service this policy every month, and an estimated N1.5 trillion (ie N125bn * 12 months) will be spent on this policy alone every year.

2. Buhari/APC To Provide Daily Meal for Primary School pupils.
First, the FG has no business with the running of Primary schools. This is the responsibility of States and Local Government. However, Buhari's administration pledged to provide at least one meal per day for Primary school Children, we shall hold him accountable.
Cost Implication:
Osun State reportedly spent N3.2billion in 2014 for the feeding of 300,000 primary 1 to 4 pupils in the state. The Osun state program exclude pupils in Primary 5 and 6. If we are to break it per pupil, we will have N10,667 per pupil(ie 3.2b/300k). Considering that over 35million children are estimated to be enrolled in Primary school across the country, at least the sum of THREE HUNDRED AND SEVENTY THREEE BILLION (N373b) is estimated to be spent on the program annually(ie 35m * 10,667).

Gross Annual Estimated Cost For Both Programs
N1.5trn + N373b = N1.873trn

That means Buhari is to increase our Recurrent Expenditure by N1.83trn.

How Feasible Are These Programs?
Let us take a look at the key component of the 2015 Budget(as adjusted by the Senate).
Total Budget Stand at N4.3trn.
Recurrent Expenditure: N2.58 trillion
Capital Expenditure: N700 billion

From where will Buhari See N1.8trn To Service His Social Programs?
- Remove Subsidy? If he's thinking of scrapping fuel subsidy, the adjusted allocation for petrol subsidy in 2015 budget is N100billion. The adjusted allocation for SURE-P is N21b, while the subsidy for kerosene for 2015 was adjusted to N45.5b. This gives a total of N166.5b.
Even if he should scrap SURE-P and remove the petrol and kerosene subsidy, he still won't be able to get 1% of the N1.8trn.

- Spend All Capital Expenditure + Subsidy? Even if Buhari is to spend all our N700b Capital Expenditure on his Social program in addition to the N166.5billion subsidy funds, it still won't be enough as it will fall short of One Trillion Naira.
N700b + N166.5b= N866 billion

- Money Appropriated To NASS? The total budget for the National Assembly for 2015 is N115b. Even if Buhari is to spend this money + subsidy allocation + Capital Expenditure to fund his program, he won't be able to raise the required fund. As all appropriation combined stand at N981billion(ie N700b + N115b + N166b)

So How Does Buhari intend to raise N1.873trillion to fulfil this social welfare pledge? Does this mean the administration has failed even before starting? Dead on arrival?

another failed attempt of a drowning man trying to still stay above water.
your post is filled with deceit, dead on written, laughable and laudable only to drowning people like you.

Why do people foam in the mouth when it comes to ex-millitants.These men has been pardoned and integrated back into the society and they have every right to obtain contract.Even the western world give private security company security and these men are in the creek and they know the creek.

lf an ex-millitary dictactor can benefit from a democracy he spat on and get elected then an ex-millitant that is pardoned and rehabilated can be awarded security contract

Is this what being an opposition is? grin grin grin

You are just starting. You need to brush up your skills.

If some states have done it on a lower scale, it will be replicated on a larger scale at Federal level. Simple.

We have seen it done before at lower scale. That means it is possible to upscale to a larger quantum at central level.

Opposing his ideas, when he has not even taken over the mantle of leadership, clearly shows some people are still too pained about the loss of March 28, that they are yet to move on or they just want to be holding on to straws and be criticism irrationally.

I won't even call them opposition simply because they are not up to the task, they are even still mentally buried and possesses zero vision or any form of rational or credible reasoning.

Every doable think is huge task and rocket science to lazy, incompetent and mentally bankrupt people.

It's even worse with these jokers because they are a bunch of self defeatist people with zero sense of worth ....

No wonder Nigerians got rid of their useless, corrupt and incompetent masters... Good riddance to bad rubbish..

Even the otuoke dullard and his shipo wife's 1 billion Naira food bill will go a long way...

I just downloaded, read and took a screenshot of all 20 pages of said APC roadmap.

I would be quite callous to expect them to deliver on all those. Those were actually written and graphicalized by good copywriters who had very vivid and idealistic sense of imagination.

I have always praised the PR and Media arm of APC, I hope they come up with some form of abracadabra to turn off to an appreciable level, the level of expectations Nigerians have bestowed on the incoming government.

My heart goes out to Buhari, who might not be able to handle these pressures and when they start pouring in, really I fear for his health.

Why has Osinbajo gone silent?

Why are there more news filtering in on Jonathan's loss and his campaign funds. Could this be a propaganda to quell the masses demand for 5k and free meals with the excuse that Jona finished all our money on elections (which might as well be a lie)?

Why is Buhari so party conscious, this is the same path Jona took (trying to placate everyone) and lost popularity with most of the populace.

The social media painted to me, an image of a man who is ruthless, who takes no prisoners....having read his recent interview, I must say this, I am not impressed, I have to point out though, that he made some statements that showed his selflessness and will to do the Nation good.....I hope his willpower sustains that.

Well, these are mostly random thoughts and I hope things pan out for the better in the near future.
Despite my convictions about the APC, a huge part of me still looks forward to a better Nigeria, a changed Status quo.

So help us God.

Excellent and Objective post

A little bit of intellectual honestly is quite inexpensive and frankly expected from you. Unfortunately, your new stance is quite disappointing.

Here is what Buhari stated culled from the reference you povided:

All Progressives Congress, APC, presidential candidate, General Muhammadu Buhari (retd), has promised to provide allowances to discharged but unemployed Youth Corps members for Twelve (12) months while in the skills and entrepreneurial development programmes, if elected in 2015.

What you stated above and its cost implication as you stated are fraudulent and smack of intellectual dishonesty and outright lies. Oga, you can do better than this. You may need to remove your first itemization and keep your integrity intact - some of us have not yet completely given up on you.

he also said we should give him. Time, Was GEJ given any time, folks like you who don't understand the power tussle among the power blocks started calling him clueless from day 1 in office.

Laughable, to say the least.

Another example of an unrealistic goal set in the midst of torrents of emotions during campaigns.

Soon, APC will deny he never said such.

Funny enough, some fools believe the man. They will see. He has already started giving excuses even before he assumes power.

Lol. Election is now over, it's time to move on.

There are several ways to kill a snake. Federal government can make its social programmes an FG/State venture. For any state that's willing to provide certain percentages, FG will contribute the balance. An APC programme doesn't not necessarily translate to only FG responsibility. FG will just drive the process.

SO MUCH HAS BEEN AND IS STILL BEING STOLEN. THERE IS MONEY IN NIGERIA. A LOT CAN BE DONE FOR THE POOR DIRECT BUT IT IS BETTER TO MANAGE THE ECONOMY EFFECTIVELY AND EFFICIENTLY FIRST BEFORE IMPLEMENTING ANY MAJOR SOCIAL WELFARE PROGRAMME.

I find it funny if you really believed that the majority that voted for Buhari did so because of the above. Well, they voted for Buhari for other reasons therefore we wouldn't be bothered if he failed to implement them.

What exactly do u knw?

If a daft man like Jonathan can use 2trillion for election, then 1.8 trillion is possiblenin four yrs.

Besides, feeding the school children will be limited to public school, just increase every state govt allocation by 15 million and it will work.

Abt paying the unemployed youth without working is not sensible. He can continue the Jonathan's sure p internship programme. At least, they pay 10k per month for a yr so its possible.

If ladija can return 500 million, OBJ- 200million dollars then be rest assured that there is cash available.

Look at it this way: if you remove $2 on every barrel produced, then tell me it won't amount to something

lets get somthing straight here...

APC only promised to pay UNEMPLOYED GRADUATES AFTER NYSC FOR 3YRS I BLIV AND NOT unemployed YOUTHS

this is not about GEJ Sir.

The question is simple... Where will GMB get 1.8trilion to fund this social program?

Barcanista is even economical in his calculation.

He forgot to not that everyear more children enrol into primary schools & also more people graduate from our universities.

He also didnt add the valnurable in the society like old people who they also said they will take care of with the same 5000 per month.

I am very sure that Buhari did not fact-check the financial implications of his campaign promises. Do you blame the semi-illiterate ? I do not blame him, I blame the 150 cows that voted a certificateless ancestor whose legacy remains in history.

This is someone who never believed he could win election. The man has 150 cows, perhaps that will suffice. He will likely stabilize the price of cows to generate 1.87trillion. He promised to 'give his all' when elected. And I need him to give me his 150 cows. That's my expectation from Buhari, cos I know every other promises will varnish, just like APC website.

Do you think he won the election based on this promises ? Noo .
Nigerian voted for him massively coz they want a change , They want a discipline leader that is not corrupt and biased.
All those promise might not be achievable, but surely he will perform and get rid of corruption which is the main set back in our progress as a developing country.

And please don't crucify the incoming government before it start functioning . A failure in delivering those aforementioned promises would not make the government a bad one neither will it make become a bad choice as it won't be the first or last government to win an election based on propaganda or unachievable promises .
