In truth sha the GEJ administration spoke mostly against the spate of international visitors to the General seeking ties and other such incentives GEJ would have preferred to handle.

That said, there is a glaring attempt by the GEJ govt to stifle and frustrate all efforts by the transition committee due to their fear of self implication like they have done with the PWC report. b. To receive hand-over documents from Ministries, Departments and Agencies and itemise the most important or most urgent issues confronting the in-coming government.

c. To review and make preliminary assessment of the balance sheet of government with particular emphasis on

(1). The status of assets and liabilities of government.

(2). Cash flow position of the government.

(3). Quantum of public domestic and external debt of government and their deployment.

(4). Government’s out-standing contractual obligations and its ability to meet such obligations.

(5). Status of implementation of capital projects.

c. Under-take a preliminary assessment of the security challenges facing the country and the

(1). Counter-insurgency measures taken by the government thus far.

(2). Counter policy measures being implemented in the Niger Delta to deal with unrest and major economic crimes in the area. In particular, the status of the Amnesty Programme.

(3). Readiness of the Police and other national security and intelligence agencies in addressing threats to law and order

I think it's safe to say that these are the terms of reference for Buhari's transition committee. This will guide their interaction with the FG.

The transition committee will be composed of members from both Buhari's side and the FGN.

That also means the suggestions are coming from the Buhari team (not the FGN) based on the information they've gathered.
