The Visa fee is just that. TB. test is separate and extra.

This is a very very big mistake! That money is intended to be there for your tuition accomodation and feeding.
If you take money out it can show up when the visa office do checks or when your school check that your funds are real and avaliable.

You are looking to run straight into a ten year ban for fraud.
Your folks will seriously disturb you if you get banned and loose all that money!

Yes you can.
But to be honest, that is not the point of US, advising against it. People need to realise that they really really need this fund to survive in the UK. Atleast for a couple of months.
I would say have a 6 months fund while coming, then try to work for the rest. But it's very hard considering the schedule of the school year

Just wondering... wat exchange rate is used d by the UK Visa Office when converting funds in your account to school fees/living costs. Want to believe it's CBN rate, but then..no harm in asking.

Also, on the IHS portal..under Visa type.. I saw Tier 4 (General) and Tier4 (General)(Sponsored)... Let's say ALL your living costs is being fully paid for by the school, while you just pay for your tuition, under which category would the applicant fall?

However, I'll b submitting statement for tuition fees. So, in summary... school is paying for living costs, while I'm paying tuition fees... which do u think I should use in this circumstance?

That's very wrong. Since you're paying your own tuition (either you've fully or partly paid, or you're submitting a bank statement indicating the amount), then you're on general tier 4.
You're tier 4 sponsored if and only if a government or multinational agency is paying your fees
