"Hocus Pocus" = Meaningless talk or activity. It is usually employed in a bid to distract from the main topic of discussion.

Diminutive means relatively depleted or exhaustion or unsubstantial.

It signifies that the context on which it's employed is comparatively below standard, intensity, average, quality/quantity or amount etc. Just anything of an insignificant proportion.

I could say for instance, until the emergence of Obasanjo's administration Nigeria's telecommunication and banking industry was diminutive.
