The bone of contention is that Buhari D said he will not have the office of first lady in the sense that that office won't exist, but when the time came, he changed the name from office of the first lady to office of the wife to the president contrary to what he promised.

There's absolutely nothing wrong with having the office of the first lady. However the bone of contention is that Buhari said he would scrap the office. Now he has eaten his words. And one would think he's a man of integrity. Integrity my foot. Buhari, along with his APC goons, are all hypocrites.

PMB clearly said there won't be office of the first lady as if it were recognized by the constitution. And that has not changed.

Buhari was in order when he declared there won't be an Office of the First Lady. The office isn't recognized in the constitution or federal statutes.
However, the president can legally use his executive authority to place a First lady's office within the presidency (aka Executive office of the president), just as it's done in the US.
That way, there won't be any hue and cry about public money funding an illegal office. Of course, Aisha Buhari could attract NGOs and corporate bodies to find her pet project(s) in the absence of public money.

PMB saying "No office of First Lady" does not mean Aishat will not do anything. There is no way she will not complement the roles of her husband as the President's wife. That she took over Patience Jonathan's office does not mean, she will act in that capacity. At least:

There will be no funding of the office of the first lady
She will steer clear of political matters
She will not meddle in decision making
She will not flaunt herself as official figure.

All this and many more the former First Lady did.
She was so obstrusive and pulling rank with politicians and her office was funded.
A lot of people will see this action as a ploy to act in the capacity as a First Lady, but then let's give them the benefit of doubt.
