Here I was thinking IMEI tweaking simulates using a particular phone brand not that it uses already configured IMEIs.
I've never done IMEI tweaking before but now you've said it shortchanges innocent consumers I'd've never use it. I'd stick to simple server then.

New phones from OEMs like Samsung, Tecno, Infinix, Nokia etc, sometimes come along with free data that could be activated once purchased. It could be 1GB 2GB etc.
Or it could be an offer of cheaper data on select devices eg the recent Google 'Android one' endorsed Infinix hot.
Android one is a project to get cheaper smartphones to poorer parts of the world India, Africa etc.
The phone came along with an offer of #500 for 1GB monthly subscription on MTN

So 'tweakers' could easily edit their 's IMEI and generate IMEIs of even unreleased stock of Infinix hot phones, thereby masking themselves as Infinix hot users and leaving the eventual buyer of the phone empty.

So the same applies to other phones aside Infinix hot!
