For new guys coming in,I thinks its cheaper and convenient to connect to your various city via Bus in germany.
from frankfurt,munich or Berlin theres many corporate bus(Postbus,deinbus,flixbus) going to various city at cheap cost. E.g berlin to tubingen(Baden wurttemburg) cost only 17 euro,frankfurt to tubingen,munchen cost 14 euro...traveling within germany is more expensive with train.

Just check your arriving time in germany and book a bus with 3 three hours interval.its cheap and convenient(socket for charging your phones and laptop,internet etc).

Changing schools in germany depend on a lot of factors.

If you are changing from similar course then you can transfer your credit from previous school.Most school will ask you to apply as fresh applicant,if you are admitted ,then you can waive maximum of 60 credit(two semesters) theres no standard procedure for this process anyway.A Ghanian guy transfer from Soest while in 6th semester to start afresh in my school,some courses were waived while others (Macroeconomics etc) where not.

On the resident permit issue, it depends on the state you are going and the foreigners office in question.In Germany whats ok and acceptable in Rostock might be unaccepteable in Landau or Munich.Remember your residence permit is issue against your current school,remember this when thinking about switching school.

People with waec/ond can also be admitted in a german university for barchelor,but this is via private university and you can transfer to public university later if you want.

She will hardly find English taught Education courses, its a sacred course in Germany. And I think they are conservative about the students they pick. I heard that you can't teach in Germany except you have a background in Education.

Education courses ( didaktik or MAGISTERIUM) is mostly offered in German, because graduates normally teach at secondary or primary sch in German..Their modules re different from normal courses (talkin from experience chemistry and chemistry education in my faculty)...

If you intend to lecture in a uni,havin a degree in education is nt important...you re more of a researcher than a lecturer (reverse is the case in Nigeria).

If you re keen on gettin a degree in education ...check the U.K , Canada etc

Refusing or accepting u depends largely on ur little exposure and interest in the certification duly proven to the embassy @ degovmov, i hve not been able to register for this thread but it has informed me much in my pursuit. Im waiting for my visa at this stage to read m.sc in berlin. I got interested in hooking up with hampy cos hes also going to berlin. So u guys hve been doing a gud job n i felt i dnt need much talks. The Institute of Cultural Diplomacy, Berlin is genuine. My program is MA International Economics, Business and Cultural Diplomacy at Furtwangen University in partnership with the ICD. The Economics and Business modules will be at the Furtwangen University while the Diplomacy modules will be at the ICD. Although it is not free and you have to pay. I don't know the course you are going for but all i can say is that the ICD is genuine.

I am also heading to Furtwangen University, but for Biomed. Engr. I know about your course. When are you travelling?
