Although this is applicable to both gender but it's more common with women, some hardly feel remorse when they're wrong but would rather manipulate the guy and make him feel remorseful. No guy should allow themselves manipulated and apologise for doing nothing wrong. You only make yourself look foolish and gives her the freedom to play you more. If anyone offends you and don't want to apologise, screw them and move on.
