As bad as it seems this is the reality here. She could be innocent and have a clean motive. I am yet to see an unskilled or semi-skilled Direct employment which was done for free. The cost mostly depends on the salary with Taxi driving and security jobs being the most expensive. These jobs pay better than many other unskilled jobs. I'm not advocating for agents but the system here is a little bit bogus. Anyone here understands this and that's the bitter truth. Most Indians and Pakistanis dictates the tunes in this game so it's not a Nigerian thing alone.

This is not about doing it for free and nobody is even discussing that here. This is about charging your fellow Nigerians 2-3 times the cost of the deal. Its greediness and heartless thing to do.

After my cousin came here and left without getting a job in his 3 months of stay, i have been looking out to see if i can get any cheap direct employment to bring him back here but believe me the least i have seen is 6,500 Dirhams with a very poor salary. I have met a pakistani who arrived here with 13,000 Dirhams. Sometimes, even most of us here doesn't even have it cheaper. That's why it's most noble to stay away from visa matters most times as you don't even have any guarantee on the visa you want to apply for someone. I know of a girl who was a victim, the person she applied the visa from took the money and varnished and she has to be accountable to her friends and family back home as she struggles to pay back the debt.
Note:1 Dirham is about 60 Naira

Regarding what ken1982 and ugsams has said, it has always been said that there is no guarantee to getting a job wen u get to UAE, it's based on hardwork, favour, contact, money and mostly prayers.
 I know of 3 guys that went and came bk after 3months without getting a job and some that were told to exit and wait for their employment visa that never came through for more than 5months. 
Something I found out from two company PRO (Indian and Pakistani) in dubai was that they prefer direct employment cos they charge the employee the whole money that is to b used in processing the visa (3000aed as bank guarantee deposit and others which amounts to about 5300aed) so that once the employee leaves the job, the deposit becomes theirs. But on normal grounds, the employer is supposed to pay those fee. 
But the joy about going to search for jobs urself is that it gives u opportunity to show what u got upstairs and negotiate a nice salary for ur self. I recommend this for those that have got lots of job experience/certifications in Nigeria. Or else if u got no experience u might end up wit an unskilled job or a job of less dan 2500aed.

Advantages of genuine direct  employment v‎isa.
You do not need to worry about searching for a job wen u get there, or paying for the accommodation while u search for d job in a land u know nothing about.

Disadvantages of direct employment.
Sometimes u would be deceived by ur handler that ur salary is 3000aed but wen u get there u notice ur original contract says 1000aed. Then u wouldn't ve a choice dan to continue. After paying about 8000aed to secure it. 95% of those agents are not sincere.

Hello all I de feel una. Nice posts here. @ken1982 I don show oh. I called The embassy about this rumor of this 40yrs old age restrictions to enter Dubai and I was told there is nothing like that. Abeg My people make una wey don go dubai tell us as e de go. Cos the lady said it's 300american dolls for 3mnths visa. A Nigerian that wants to do the 3months visa for me said I should pay N220,000.

Please those with added info should enlighten me. Am new here abeg make una nor vessels
