Adultery is an act, but when someone is fund of doing it all the time, that's when it becomes an attitude.

For me, before the actual 'act' of adultery takes place, there is a thought process that tries to justify it in the subconscious. That make it an attitude. So the mind in most cases is predisposed to it, knowing it's pros and cons. Little wonder the famous cliché, 'once a cheat, always a cheat'.
Even the Bible talked about looking lustfully at a person, that is a 'state of mind', given the opportunity the 'act' happens. That said, there is always exceptions
