So the Oil in SS and SE are for the whole Federation while the Mineral Resources in the North are for the North only?



Anyways, in case you didn't know, this has been going on for the longest time, Buhari only made it official because of his insensitive nature.

NIGERIA’S 36 states can now individually explore and exploit mineral deposits in their domains, provided they go about the exercise in manners that will not interfere with locations already given to other stakeholders, Mines and Steel Development minister, Dr. Kayode Fayemi has disclosed.

Fayemi, while acknowledging that the Federal Government enjoys exclusive rights to mine minerals across the country, noted that the constitution encourages states to either set up their own investment corporations or partner private investors to exploit minerals in their domains.

He disclosed this in Abuja, while playing host to the Lagos State Commissioner for Energy and Mineral Resources, Mr. Wale Oluwo, who led a team from the state to make some requests before the Federal Government in respect of its minerals resources.

The commissioner identified the minerals in Lagos to include: limestone, silica, clay and a few other resources which abound in large commercial quantities in the country’s largest industrial hub.

According to him, “We estimate that we have limestone in the region of 12 million metric tonnes around the Epe area. We also estimate that we have silica sand of up to 200 billion cubic metric tonnes around the Ibeju-Lekki area. And the third one, which is clay, is about 180 billion cubic metric tonnes around the Lagos East.

“We’ve been carrying out various geological surveys, both aerial and on the ground, and we believe that data is key. So, when you are in a position to make that decision as to gathering data with respect to where solid minerals can be identified, we are assuring you that in Lagos, we will put our resources behind your efforts.”

Laudable Policy

I understand the constitutional angle most are coming from

However, the Policy will not divest the exclusive ownership of Solid minerals from the FG

The states will merely explore the minerals in their domain subject to the overriding rights of the FG over the mineral.

The minerals is still an exclusive property of the FG. But the states will be allowed to explore and enjoy the minerals with hitherto had been neglected

Great development.

Now states with solid mineral can improve their IGR and rely less on federal government.

This will also create jobs of youths in such states.

A lot of untapped resources in Nigeria e.g. Bitumen in ondo state etc.

yeah..............baba. In fact North has various solid minerals than..... Just because its a desert area does not means north is a useless region. When it comes to solid minerals, North can stand on its own. Note: Am from southwest.

Its not possible because the constitution will need to be reviews and exploration of solid minerals will be removed from the exclusive list but if they insist why is the FG budgeting billions of naira for oil exploration in Sokoto and Borno

We're talking about solid minerals now and not oil. There is a big difference between those two things.

It has a constitutional backing, if we actually practice true federalism whereby each state should be economic viable and competent to run its affairs, but reverse is the case, it's only Russia that practices true federalism, it's a welcome development if it's going to work.

So states whose lands produce solid minerals just like agriculture can go harness the product of there lands whilst the ones that produce oil/gas remain in the slavery of there resources being shared?

Who inflicted the once glorious black people with this much stupidity?
The above thread made clear the slavery of the various indigenous people this country by a few using a piece of paper called constitution to take what rightly belongs to you.
It is disheartening that people celebrate this nonsense instead of calling for the total implementation of the national confab recommendations.

This have been happening since in several states like Cross River State who are exploring their limestone and other mineral resources. So that is not new. We should look into the issue of oil exploration, where communities that owes oil should be given the right over their resources that is what we should be talking about.

The importance of coal in this 21st century cannot be overemphasized because of the following reasons:
1. Thermal or steam coal is used for power generation and its one of the cheapest means.
2. Mettalurgical coal is used in steal production
3. Coal can be used by the chemical and manufacturing industries
4. Refined coal tar is used to manufacture chemicals such as creosote oil, naphthalene, phenol and benzene, carbon fibre, activated carbon and silicon metal.
5. Coal can be exported to countries like Russia, America, England and other countries with severe cold weather conditions where it can be used to generate heat.
6. Above all, the exploration of coal will create job opportunities for the unemployed.
So how is coal exploration irrelevant in this 21st century? Talk is cheap.

The ball is in the court of the legislators to enforce it...the executive arm can't do that for them..

Where did the money to explore and drill the initial oil came from?
Which regions were supporting the others before oil was discovered?

eg countries like china and India...i once heard an indian mp say something like the developed countries maximized coal and fossil fuel in their development before deviating so they should allow us(Indians) to go through the same process too

I think he should not restrict it to solid minerals only as some groups will feel cheated. To be precise, let crude oil be also explored and exported by individual states.
