As I recall, the governors demanded their share of the ECA because the FG was constantly withdrawing from the ECA, without the consent of the states and local governments and without appropriation by the National Assembly. This is illegal and a pure case of continual theft by the FG. Madam Iweala's argument that the then Governors Forum forced her hand in sharing the ECA by taking the FG to court is ludicrous because there was no record of a Supreme Court judgement that ordered the sharing of the funds.

Even at that, the FG has no business saving money on behalf of states in a federal republic and purporting to save for states while stealing from the same savings is even more ludicrous. Per the revenue allocations formula, the FG's share of that money is 52%. Where is it saved? Especially when oil was sold for $100+ dollars per barrel. The FG was even borrowing and issuing Sovereign Debt Notes, in a time of very high oil prices. Iweala was running a deficit budget at the federal level in a time of $100+ dollar oil per barrel. She was a epic FAILURE! End of story.

The State's share of the money per the revenue allocation formula is 26%, which if divided by 36 states, averages 0.72% per state. Where lies the wisdom in blaming states for the depletion of the ECA when their share is average of 0.72% per state, when a whopping 52% belonging to the FG, is nowhere to be found. No wonder, even PDP states could not trust the Jonathan led FG with their money and demanded their share of the ECA.

Jonathan ordered me to withdraw $2bn from ECA to pay fuel subsidy – Okonjo-Iweala

Dr. Ngozi Okonjo Iweala, Nigeria’s former minister of finance said on Tuesday night that the $2 billion she was alleged to have withdrawn from Excess Crude Account without authorisation was used to pay for fuel subsidy on the instruction of former President Goodluck Jonathan.

She however said the issue was discussed at the Federation Accounts Allocation Committee (FAAC), a statutory body which is chaired by the Minister of State for Finance in which all the states are represented.

The former Minister however said FAAC did not approve the withdrawal.
It will be recalled that Nigerian state governors had after the inauguration of the National Economic Council about two weeks ago accused Okonjo-Iweala of spending $2 billion from the ECA, a pool of funds which belonged to the three tiers of government.

ECA: FAAC faults Okonjo-Iweala, denies approving $2bn
withdrawal

The Federation Account Allocation Committee on Tuesday
faulted comments credited to a former Minister of
Finance, Dr. Ngozi Okonjo-Iweala, that it approved the
withdrawal of $2bn from the Excess Crude Account.
The committee, in a statement issued on its behalf by
Forum of Finance Commissioners in Abuja, stated that
the law setting it up did not give it the power to approve
withdrawals from the ECA.

Okonjo-Iweala had while responding to allegations made
by state governors that she made withdrawals from the
ECA without authorisation, said issues relating to
expenditure were usually discussed at FAAC meetings
attended by finance commissioners of the 36 states of
the federation.

I may not be privy to truth about what happened behind the scene during GEJ tenure but one thing I know for sure from day one NOI presence was felt.

In the present administration I not sure if we have a finance minister, not even a bleep from her with all the uncertainty and hardship in the land. At least she should update Nigerians on what they are doing or planning to do to solve the current economic woes. I dont know when CBN governor and Lai Mohammed became finance ministers.

The governors took the Federal government to court insisting our savings be shared, same can happen in this administration.

The question is What did the federal govt do with its share of the money. If states ask for their share, the federal govt still had the lion share. what did the court say about the money? Did the court order the federal govt not to save their share of the money? These are the questions.
