Again, you need to break down the numbers into a per capita basis. You are comparing two very different wars.

The US launched 423 drone strikes in Pakistan, killed ~3000 Terrorists and ~500 civilians.

Thats an average of 7 terrorists and 1 civilian per drone strike. Or a 6:1 ratio of Terrorists:Civilians killed.

Number of Russian strikes is not clear, but they have killed 1,141 terrorists and 1,015 civilians. Or a 1:1 ration of Terrorists:Civilians

The US is, literally 6X more efficient than Russia.
