Greatings my noble compatriots, I've taken time to study and observe to polity which is already hitted up along political/ethnic lines. I realised that both party A and party B all clamour and yawn for a better Nigeria irrespective of their party idealogy but the route or method of approach in remoulding this great Nation back to what it use to be seems not to be working..
Having said that, I would want the great minds in these forum to come together as one and engage eachother in a great constructive discourse on the aforementioned topic above and see if we can at least set sail from
there..
What do you understand about True Federalism?

Do you think what Nigeria needs now at this critical moment of unrest both at the northern and southern axis is True fiscal federational government?

If you are against true federalism and total restructuring of the system, please can we have your reason and what are the other possible ways of cultivating an evalasting peace and oneness in this country...

That is d only way nigeria will be beta.
1. It wl addr d issue of agitations in d regions
2. It wl enhance security within all d regions
3. It wl fast track infrastructural devt within d regions
4. It wl make d regional govts responsible, think reasonably n be active to harness their potential to exploit their natural resources. Every geopolitical zone in dis country hv adequate resources dat can sustain dem
5. It best way for diversification of economy.
6. It wl trigger regional compitition in terms of infrastructure n economic devlopment.
Infact, d benefits abound

MY OPINION.....
A. The time to plan true federalism is NOW. PMB shld encourage each region to develop a long term plan to develop themselves. At least 4 GOOD GUYS from each state shld be member of the THINK TANK for each region. Give them 2 years to map out the strategies to develop that region.
B. ALL the region shld have a single account with the CENTRAL BANK at the Federal. ALL transactions go thru the central bank TSA account of that region. Federal government collects 40% of all transactions from d regions to run the MILITARY...ADMINISTRATION......POLICE......RESEARCH.......SUPERVISION
REGIONAL CBN work in tandem with FEDERAL CBN who periodically make available d accounts of each region known to their people. REGIONS shld have access to their money 24/7
C. REGIONAL POLICE shld be under d control of the FEDERAL POLICE. Recruitment shld be done in such a way that trained police shld be sent to their states to work. Federal police constituted in such a way that all the regions are EQUALLY represented. Having six inspector general of police at the federal police level is not a bad idea.
D. DEATH PENALTY FOR CORRUPT PUBLIC OFFICIALS AND FORFEITURE OF THE ASSETS OF PRIVATE CORPORATIONS INVOLVED IN ANY FORM OF CORRUPTION SHOULD BE BOLDLY WRITTEN IN OUR CONSTITUTION. EFCC shld be maintained at d federal level.
E. Correct database for each region shld be maintained. NIN/BVN is compulsory to access services.Preliminary NIN shld be issued at the point of birth....labour ward.....Primary,secondary and tertiary health centers........and later validated with Population commission before the age of 2.
F.FREE COMPULSORY EDUCATION up to SS3 in all the regions. Sponsored by the region but supervised by the FG. JAMB SHLD CONDUCT SSCE n UTME
G. NIG DEFENCE ACADEMY RESTRUCTURED. Equal number of cadets from each region shld be taken yearly. Promotion of officers shld cut across each region and based strictly on merit.

Even if we are to follow your supposed Awolowo premise of mere geographical entity, Didn't that just suggest we go our separate ways since we don't have what it takes to sustain nationhood?

The Center for Global Development 2006 Working Paper suggest that Age in a democracy doesn't matter provided the younger democracies enact proactive fiscal structures, economic and policy directions that have widespread impact and approval or it stand a risk of democratic reversal.

We are ripe enough to restructure the country to fiscal federalism or we will just succeed in delaying the inevitable and patching through the same way we have been doing since 1966.

Truth be told, a substantial part of the country feel cheated and agitated with the status quo.

Let me say that Awolowo's submission implies our diversity in ethic lines, cultural lines & religious lines.
This makes it hard for the people in Nigeria to naturally feel the togetherness spirit, that is why nationhood is lacking!
You can have the English people. Why? They are united culturally and to a great extent religiously. We don't have that

By the way, I am never opposed to restructuring. We need it.
This status quo where a northerner becomes president and some southerners take up arms or a southerner becomes president and some northerners take up arms is unhealthy and a cog in the wheels of Nigeria

In my perspective I think only Northern Nigeria is against True federalism because they really dont have much to sustain themselves but rather rely on the resources generated from the south, and that from the beginning.

You think you know so much? Then enlighten us.
Stop telling a fool that he is a fool, it won't make him to stop being a fool, rather you are wasting your own time.
We nigerians are complaining about the present system because the states have limited access to the control of the natural resources within them, and they are clamouring for fedralism so as to gain adequate control of the resources. But since you said that the "system" is not the problem, what then is the problem? And what is the possible practical solution?

Having read all advantageous effects. I state the disadvantages:
1. States have right to form state police, Nig govt fears this will create room for state rebellion and subsequently use police for state govt personal purposes.
2. States have right to be autonomous, a room Nig govt sees as introduction to seccession.
3. States control their resources, Nig govt feels this would leave many states in the north impoverished.
4. State govt earns varied salaries, Nig govt feels some southern states will have more money and enslave others.
5. States finally have right to leave or stay as one entity in Nig. A light to achieving Biafra/ND republic, Oduduwa republic etc. Nig govt does not want that to happen..

These are disadvantages..
Its for us to check if they weigh up to, or outweight the advantages.


1. This is valid fear, but let us consider that the army will remain a Federal Army. Also as long the Constitution of the Republic retains the President's control over the Police, the State Governors must go through the FG to appoint CPs (Commissioners of Police for States) this fear need not become a reality.

2. Another valid point, but again the Army, DSS, EFCC, and a host of other executive checks can nullify this threat from the outset, as to can the language that Constitution adopts in bringing regionalism back. If the FG words the legislation properly secession need not be a threat.

3. Northern States have mineral resources to rival the Congo. I believe their biggest fear would be access to the Ports in the South, I do not see the South having as much money as the North based on extractive resources. They only need functional floor plans as well as proper resource repositioning.

4. Not necessarily true, and how can one state "enslave" another? I think the Northern state will have a rougher start but don't believe they won't get their houses in order quickly. The political class has a way of finding unifying rallying points and their grassroots policies are better than most of what the South can offer. They'll be fine in no time.

5. No State will have the "right" to leave. The UN Charter gives us the right to self-determination but that's about all the rights any State can have to secede.



NB. I think it's true that fear holds us back but Regionalism is the best we have to offer ourselves. We cannot keep on in this terrible way

The north would never accept True fiscal federalism in this nation called Nigeria. The present system of states is advantageous to the North more than any other geopolitical divisions. The present revenue sharing formula is based on population, land mass, no of LGAs in a state and lastly VAT generated in the component states.With true federalism, we are talking of resources control, Unification or merging of states and regional autonomy. Take for instance, all the states in the present format were created by the military rulers of Nigeria and by fate, they were all from the Northern parts of the country. A situation where Kano state has 44 local governments based on land mass and no of cattles says a lot about the power to be.An embarrassing situation where the national census results stated that Kano state is more densEly populated than Lagos, A situation where Abuja that was supposed to be built over 50 years was transformed in less than 10years with the resources and the oil and gas wealth of Niger delta. Where on earth do we want the north to survive their parasitic mode of life? We are talking about agriculture, they are the largest beneficiary, coz all the expanse dams constructed by the federal government of the north for the North with the oil wealth of Niger delta was done mainly with uttermost destructions of the Niger delta environments. A situation where all the oil blocks in Nigeria belongs to the northerners does not speaks well of hausa fulani type of federalism. The average hausa fulani believes he or she was born to rule in the zoo republic. The president from daura body's language says it all. He has appointed almost all his entire core carbinet from the north coz of his hidden hatred for the southerners. Should we continue this topic or debate we might not be able to conclude coz the facts are steering at us .One day one day the fear of the northerners will turn to a reality. The true federalism dt they are allergic to will see the light of the day.This is the only way the wrongs of the past can be corrected.

I agree with your views, the fear was so much that the North plan to dredged the river Niger and bypass biafra lands. They do not want to accept the reality that they may end up being a landlock region surrounded by the deserts in NIGER, CHAD , N NORTHERN CAMEROON, THIS WAS THE REASON THEY GAVE OUT BAKASSI TO CAMEROON WITHOUT FIRING A SHOT. IN ADDITION, THE NORTH ONLY APPOINT SOLD OUT SOUTHERNERS IN POSITION OF POWER JUST TO EXECUTE THEIR GREEDY MOTIVES OF ONE NIGERIA

on the north issue, true federalism shouldnt scare the north.. where i live, you did see hectares upon hectares of land waiting to be cultivqted but all the govnors r interested is ALLOCATION. take benue, every blessed day, i mean everyday, i see a truckpoad of oranges been transported out, what stops the gov openning a naturql orange juice company to create employment? now this is just orange. the middlebelt has rivers criscrossing the region and you can think of dry season farming... you see hills in nasarawa qnd plateau,taraba,gombe what is hidden in those hills of economic value? i believe true federalism should be the way to go..

And truth is all regions have resources!

The large expanse of land and blazing sun in d north is great resource on its own! So if properly handled, the north will more than survive!

The west will survive too!

With a regionalised Nigeria, this country will become great! Agro allied industries will don the regions!
The mineral resources in east west & north will be efficiently tapped!

Edo & Delta can lead thr region in oil palm plantation

Militancy & insurgency should be greatly reduced too

Nigeria will be great! Amen

Yes, my eyes still sharp with high quality lens and to say I'm tempted is just an understatement. Do I now conclude U are a beauty with brains that is engaged in public discourse.

Now to the topic, my contribution would not essentially be on the pros and cons as I would be repeating what some people have already said. Actually the poster that listed points, can't remember his moniker now spoke my heart out.

Ideal federalism is the best word actually and not the typical Nigerian form and calling It TRUE federalism. At the time it was agreed by Gowon in Aburi Ghana, the context was not understood for the depravity it will cause some parts of the country. The position the government took was to consolidate and strengthen the unity of the country, not a selfish one. However that was at the time and now many water has passed under the bridge. I agree to ideal federalism, as the comparative advantages of each area would have brought higher developments to the country. But what the agitators are asking for now to me very parochial and selfish, particularly the south south and south east brothers. They stem their agitations based on the fact of greed on what their areas can give each of their pockets. They don't mind if Sokoto state become like Sudan or a hungry looking nation. If U ask me, yes Nigeria is huge with multi dimensional issues that granting ideal federalism now will cause more problems. Hence the best is for people to come to National conferences to speak unending discourse all the time. No President after being elected democratically as being practiced would come up and divide the nation into regions and states as being called for. The structure does not and would not allow it. Let me stop here. Guess I have contributed something beauty?

Remember the head of the present administration is suffering from chronic otitis media, remember he does not obey court orders. Don't be deceived, he threw the confab reports in the dustbin, he said he fought a war and therefore biafra can never be achieved in his lifetime. Remember, he has refused to show us his waec certificate nor requested for a copy from Cambridge. Remember, he deceived us that he is a repented dictator. ..Can a leopard change it's colour?

Now to the topic, my contribution would not essentially be on the pros and cons as I would be repeating what some people have already said. Actually the poster that listed points, can't remember his moniker now spoke my heart out.

Ideal federalism is the best word actually and not the typical Nigerian form and calling It TRUE federalism. At the time it was agreed by Gowon in Aburi Ghana, the context was not understood for the depravity it will cause some parts of the country. The position the government took was to consolidate and strengthen the unity of the country, not a selfish one. However that was at the time and now many water has passed under the bridge. I agree to ideal federalism, as the comparative advantages of each area would have brought higher developments to the country. But what the agitators are asking for now to me very parochial and selfish, particularly the south south and south east brothers. They stem their agitations based on the fact of greed on what their areas can give each of their pockets. They don't mind if Sokoto state become like Sudan or a hungry looking nation. If U ask me, yes Nigeria is huge with multi dimensional issues that granting ideal federalism now will cause more problems. Hence the best is for people to come to National conferences to speak unending discourse all the time. No President after being elected democratically as being practiced would come up and divide the nation into regions and states as being called for. The structure does not and would not allow it. Let me stop here. Guess I have contributed something beauty?

Actually is it the system or the people in the system? We Nigerians just have a way of turning a functioning perfectly well system into failure, ok if ya saying regional system will be better.......then what if its somebody like dansuki that is leader of the north or saraki, baba falae is the leader of the west and another thief is the leader of the south......will it still work to everybody's benefit? Actually state Governors don't really make enough efforts to financially liberate their states, its like they just don't care, all they want is bailouts all the time, believe me if FG empowers states more it might even lead to chaos sef, imagine aregbesola is given more free reign on finance then he will plunge every state is south-west into debt ni with his useless goatee.

My own opinion- its not the government system, even nigerians sef need total desensitization and sanitation, u will be surprised to learn that our problem ain't really our leaders but we people, the political offices are too financially attractive to be termed serving the people, so we need to do something about that and most importantly the northerners need to lose the grip on power and the mentality of they are born to lead, they need to educate their people more and I guess the youths need to stop their godfathers from using them to achieve their own selfish political game and step up into taking the mantle of leaderships... We need to displace them tacticaly and gently cos they won't want to go without a fight.
These are just few out of the solutions tho.

while many people in the south support true federalism because of crude oil resources which has more value at present. The south keep encouraging the North to go into farming, the last time I checked the south too there are arable lands unplowed so while can they do farming too.
The disdvantages of true federalism are inherent in what u call the advantages..
1. Incessant tribal war will increase cos there will always be minorities in those federating region e.g in Biafra, we will have igbos as majorities while the niger delta minority tribes as the minority, the igbos will have the population to always produce the regional governor at the detriment of the minorities, strife and chaos will start from there...same will be replicated in all regions cos we have over 250 tribes in nigeria

2. Rich states will become lazy cos of their resources..

3. There will be serious migration to rich state from poorer states leading to crisis. There will be discrimination against citizens cos u might not get jobs if u aren't from that region

4. Xynophobic attacks will be on the rise cos foreigner (people from other region) might take over opportunities in those "rich region" and indigines will fight against them.

5. It will drive hate among various ethnic tribes cos of varying opportunities available to people of the same country especially with state of origin enshrined in our constitution.

6. It wil definitely lead to the break up of Nigeria.

I believe most proponents of True federalism in the south in the context they are putting it want it because of selfishness and not national integration. They want it because it appears that they are at advantage.
While I believe in restructuring and devolution of more power to the states, I am against the type of federalism that most southern are proposing cos it will eventually lead to war and breakup of the country. It is either we hold a referendum to break up now peacefully or we stay together and restructure but not restructure into regions that wil eventually lead to chaos and war.

Inspector general of ATTACK,you are just attacking everybody and opinions without regards to whether they are good points or not,laziness will always be present,its our second nature,although we can transcend it,the fact that the present politians are greedy does not stop us from enthroning true federalism which is the best system for a multi ethnic nation as ours,the present system breeds,suspision,ethnic sentiments and nepotism which is major fuel for corruption,we as humans will always have flaws that need to be fixed,that should not stop us from fixing the system.Even if angels come to rule us,our progress however significant will still be slow in comparison to what would have been obtained with true federalism.
