Not saying whether he stole or not, but he was not a career civil servant. He was paid as a political appointee, so no gratuities. God if you are so ignorant on such basic matters, how could you be making general statements.

To some people, everyone is now a thief. Believe me these opinions are based on political sentiments because these same people are either indifferent when you point at who they support or brazenly support the thief they like. Just when it suits them.

These same people use every media to pontificate and display silly sainthood, claiming that people are stealing their money. We don't even know which of their money they painfully talk about.
