Basic Function of the Position

The incumbent performs skilled journeyman level refrigeration and air-conditioning mechanic work which includes the installation, maintenance, and repair of electric powered refrigeration and air-conditioning equipment and systems.
Equipment and systems may include but not limited to industrial and residential refrigerators and freezers, cold storage equipment, dehumidifiers, water coolers, and air-conditioning systems.
Position Requirements

Completion of Secondary School is required.
Level III (Good working knowledge) Speaking/Reading/Writing in English is required. Language Proficiency will be tested.

Must be able to use all types of air-conditioning tools.
A valid Nigerian driver’s license is required
Completion of vocational training or apprenticeship recognized as producing journeyman air-conditioning skills is required.
Minimum of one (1) year journeyman mechanic in air-conditioning and refrigeration experience is required.
Salary
OR – Ordinarily Resident – N2,999,666 p.a (Starting basic salary) Position Grade: FSN-04
In addition to the basic salary, all allowances will be paid in accordance with the Mission Local Compensation Plan.
NOR – AEFM, EFM/MOH – US$25,261 (Starting Salary) p.a. Position Grade: FP-AA

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a Strategic Planning consultancy position, based in Abuja, Nigeria.

Job Title: Strategic Planning Consultant Nigeria

Background:

The World Food Programme Country Office in Abuja, Nigeria has embarked on a strategic planning process that will inform Nigeria’s efforts to achieve Sustainable Development Goal (SDG) 2 which aims to ‘end hunger, achieve food security and improved nutrition, and promote sustainable agriculture’ by 2030, and better position WFP’s portfolio of assistance in support of Nigeria’s SDG 2 priorities and targets.

The planning process comprises: 1) a Nigeria Zero Hunger Strategic Review which is being led by former president Olusegun Obasanjo as Lead Convener, and will develop a common understanding of the challenges Nigeria faces in eliminating hunger and obtaining multistakeholder consensus on Nigeria achieving Zero Hunger by 2030; and 2) a WFP Country Strategic Plan (CSP) that will be guided by the Nigeria Zero Hunger Strategic Review, and will outline programmatic actions and outcomes that the organization will take to effectively contribute to Nigeria’s Zero Hunger efforts.

The WFP Country Office, through the Strategic Planning Consultant and other appropriate staff, will facilitate the work of the Lead Convener as necessary while preserving the independent nature of the Strategic Review.

Functions of the consultancy: Under the overall direction and leadership of the Country Director and in collaboration with the Policy and Programme Division (OSZ) in Rome, Italy and the Regional Bureau in Dakar, Senegal, the Strategic Planning Consultant will support the Nigeria Zero Hunger Strategic Review and lead development of the Country Strategic Plan. The specific responsibilities are as follows:

Establish and maintain close working relations with the Lead Convener, Advisory Board and Research Team, including keeping track of the progress of the Strategic
Review, and reporting same to Country Office, Regional Bureau and Policy and Programme Division management;

Plan the process for formulating the Country Strategic Plan, including development of a work plan, milestones, and budget;
Facilitate initial consultations on the design of the Country Strategic Plan with key stakeholders including government partners, UN agencies, donors, private sector actors, and civil society;
Facilitate and participate in internal brainstorming sessions and discussions to develop the Country Strategic Plan; and
Lead the drafting and editing of the Country Strategic Plan.
The main deliverable of the consultancy is a fully developed working draft of the Country Strategic Plan that meets WFP standards.

Qualifications & Experience Required

Education:

Education: Advanced University Degree and/or equivalent experience with emphasis in one or more of the following disciplines: political science, economics, agriculture, international affairs, social sciences, development studies or a field relevant to international development assistance.
Experience:

At least 7-10 years post graduate, progressively responsible international and national experience in the fields of goal oriented strategic planning, organizational change management, programme re-orientation, and policy development, among other things. Work experience in the country and/or the West Africa region, including leadership or management of a planning, programme or policy team is an asset.


Technical Skills & Knowledge:

Ability to translate understanding of planning, programming or policy principles into relevant, effective, and context specific approaches; good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities; capability to explain WFP programmes and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing; and familiarity with United Nations system policies, rules, regulations and procedures or those of an international organization.
Competencies:

Ability to establish priorities, plan, coordinate and organise own work plan; resourcefulness, initiative, maturity, tact, advocacy skills; excellent analytical, conceptual, communication and public speaking skills; understanding of political dynamics and policy decision making procedures; and ability to establish and maintain good working relations with people of different national and cultural backgrounds.
Language:

Fluency in oral and written English (proficiency level).

The Financial Modeler should have the ability to develop effective graphic presentations of resulting data; strong understanding of energy project development fundamentals; extended knowledge of gas-to power value chain commercial relationships and gas and power sector issues, particularly in emerging economies; and eight years’ professional experience including five years in project structuring and financing, including negotiations with developers, investors and lenders.

Duties and Responsibilities

Support financial model development, analysis and review as needed for private developers, the Nigerian Bulk Electricity Trading Plc (NBET), Transmission Corporation of Nigeria (TCN) and other power sector stakeholders.
Develop template financial models for different generation technologies (Gas, Solar, Biomass and Hydro). Review the accuracy of data inputs in existing financial models to determine the financial and commercial viability of projects and the financial soundness of country energy sectors.
Run sensitivity analyses of variables, review historical financial results and assumptions about the future performance of projects, calculate and evaluate various ratio analyses and other operational performance metrics of projects.
Collect and review different project data assumptions, evaluate the commercial implications of various forms of project financing structures, key elements of the project structure and costs, evaluate the anticipated project financing plan and security package.
Ensure that the results of analyses using models are communicated to decision makers in a simple and logical way allowing immediate understanding.
Work closely with PATRP-Nigeria team on advising clients on the commercial and technical due diligence of projects and coordinate across multiple projects to review model inputs in conjunction with internal due diligence.
Advise and assist in the preparation and review of financial forecasts and models for projects showing projected revenues and cash flows under a range of business and financial assumptions.
Assist in developing optimal target capital structures based on projects’ strengths, on bankable terms most favorable to the project developers yet still acceptable to qualified lenders. Potential structures include appropriate credit enhancements such as host government sovereign or partial-risk guarantees, securitization of the project’s revenue streams, additional guarantees, optimal capital structures, appropriate cash flow waterfall mechanisms, granting of security interests, and other appropriate credit support from the project developers and the project’s contractors and equipment suppliers, as may be necessary or desirable by the lenders.
Review potential external funding markets for projects, and recommend selected sources of finance, with a comparison of their relative advantages and disadvantages, including such factors as cost, ease of execution, likely covenants and other restrictions, size, and appetite for the different types of risks, etc.
Assist project developers in understanding specific terms and conditions of each financing proposal, and subsequently recommend the strongest lenders with the most attractive terms and conditions in order to move toward closing the deal on a syndicated or club basis.
Participate in negotiations between the governments, developers, investors and lenders on project finance issues.
Assist project developers negotiating and closing financings, including all material agreements under the guidance of legal advisors.
Establish working relationships with Ministry of Finance units responsible for borrowing and PPP development; monitor and report on governmental borrowing plans and credit security arrangements for energy infrastructure projects; and liaise with MoF on public-sector financing arrangements for PATRP energy projects.
Establish working relationships with representatives of World Bank, AfDB and other DFIs, and coordinate with them on PATRP energy projects.
Qualifications

Advanced degree in Finance, Business, Economics or related field; Engineering, or other rigorously quantitative field with business or finance experience also suitable.
A minimum of eight years of energy or infrastructure industry experience, or limited recourse project finance modeling experience, with a minimum of five years in project structuring and financing, including negotiations with developers, investors and lenders.
