The public discourse is dominated by the poor state of the economy with many opponents of the present government of President Muhammadu Buhari seemingly relishing what they perceive as his failure to run the economy which they claim is the source of our current recession.

However, a short look at our immediate past shows that former President Goodluck Jonathan actually presided over running the Nigerian economy aground during his tenure which largely favourable global economic conditions.

Nigerian govt borrowing billions to pay salaries – Okonjo-Iweala

In the face of dwindling oil revenues, Minister of Finance, Ngozi Okonjo-Iweala, said the Federal Government has borrowed about N473billion to pay salaries and fund the 2015 budget.

The Minister, who was speaking in Abuja on the details of the N4.493trillion appropriation already passed by the National Assembly, said the federal government had to raise its borrowing level from N570 billion to N882 billion to enable it meet its financial obligations to workers and contractors.

The minister blamed it on the decline in oil revenue in late 2014, which accounted for 50 per cent cut in the total federally collectible revenue as well as the low revenue receipts from non-oil sources.

Despite past efforts to reduce government borrowing level, she said the acute cash flow problems forced government to take the decision to curb the negative impact of revenue crunch.

The Minister said about N380billion came from external sources, while the balance is for domestic borrowing.
“We have tried to work within the budget,” she said. “Last year, the borrowing came down to about N570 billion. But, this year, because of the very difficult cash flow situation, we have provided N882billion in borrowing.

“About N380billion of that is external borrowing and the balance of N502 billion is for domestic borrowing. All we have borrowed so far is N473billion, which is within the budget.”

Contrary to recent reports that there was no provision in the budget for fuel subsidy, Mrs. Okonjo-Iweala said the lawmakers actually made a provision in the budget for about N100 billion for petrol and another N45.52 billion for household kerosene fuel subsidy.

Although President Goodluck Jonathan is yet to sign the 2015 Appropriation Bill into law, Mrs. Okonjo-Iweala said the expenditure so far made was legal, as the constitution authorises the government to incur such expenses within the first six months of a fiscal year.
She said the final budget of N4.493tillion approved by the National Assembly was higher by N51billion than the N4.425trillion draft Appropriation submitted by the President last year.

The minister added that gross federally collectible revenue increased by N169.84bn, from N9.61tn to N9.78tn as a direct result of raising the benchmark price.

Meanwhile, the Minister on Wednesday denied that Federal workers were owed salaries, saying workers’ salaries have been up to date till April.

The spokesperson to the Minister, Paul Nwabuikwu, said the difficulty in salary payment was being orchestrated by some governors, who are trying to blame the Federal for their predicament.

“The 50 per cent drop in revenues, which affects allocations through the Federation Accounts, simply means that salaries should be prioritized”, Mr. Nwabuikwu explained.

So, the 2015 budget which was done by GEJ 's administration was financed from borrowing, what happened to all the revenues raised in the previous 3-4 years under him?

Do people think we will just stroll out of GEJ's mess like that? The man did not only fail economically but he also empowered militants that are now sabotaging the economy, he also failed to decisively tackle Boko Haram until few months before leaving.

It is only an hypocrite that will blame the present government for our problems, it is doing a lot to stabilize a bad situation.

The 2015 budget was not financed by borrowing, 800 billion out of 4.5 trillion is less than 20 percent of the budget, so stop exaggerating .

On the other hand, Buhari is borrowing over 2 trillion Naira to find the 2016 budget.

Now answer these questions Mr Maclatunji,

1) Did anyone force PMB to become the president??

2) Why did PMB promise heaven and earth during his campaign without trying to know exactly what Nigeria's economic situation was like??

From your writeup, I deduced that GEJ is the reason for Nigeria's present predicament and that PMB is clueless on how to handle to situation, Why dont you advise him to Resign or make an adjustment in his govt cause both him and members of his govt are incompetent.

PMB is to blamed very well for Nigeria's economic woes because he is the President!.. Since he came into power things ve gotten from worse to worst. He has no single economice agenda. Infact he seems overwhelmed and lacks focus.. Just be shouting corruption meanwhile Burutai and co are shielded... undecided

Yes,, to solve a problem, you identify itts cause first, then you provide solutions. If you attribute the problem to the wrong causes, you will never solve it effectively.

That is what opponents of the Buhari administration want Nigerians to do, we will educate people and they will understand the dynamics at work.

President Buhari and his cabinet have the capacity to restore Nigeria to the path of inclusive economic growth and development but we the people need to be patient and support their reforms.

It is time to isolate the Purveyors of Hate (POHs) and move Nigeria forward.

If GEJ employed militants to sabotage the economy.Thank God a new sheriff is in town.Buhari is now the commander in chief of Nigeria,'s Armed Forces and should crush them!!! It is sad to see a so called army General whining like a baby!! That's why it's always good to have all the qualifications before entering the army.

Why borrow at all when you are coming from a period of affluence?

I will tell you why: the overwhelming majority of the revenues raised under GEJ was stolen. A conservative estimate would be N1 trillion.

That will happen, but you know you and your likes are obvious liars. People like me campaigned vigorously for GEJ to take action against Boko Haram but he refused until about a month to elections that were postponed to help him win.

Rather than being a victim of Boko Haram, GEJ was a facilitator of their rise by not properly addressing them. Under the late Yar'adua Boko Haram came into prominence and were crushed.

Stop bring deceitful, it helps not your cause.

If Jonathan was stealing that much when oil price was $70 and the economy kept growing, there was still some money left to execute projects, why is Buhari that is not stealing anything still complaning about oil price?

I am yet to see where said categorically GEJ is a looter.But the fact remains that our ex leaders including the current president stole our country dry yet the economy was never as bad as it is today

He's actually not the one doing the whining it's his unflinching supporters that are doing the whining. I supported Buhari in the last election and I still support him as my president for selfish reasons. If he succeeds, Nigeria succeeds, I succeed. However, enough of the blame game. The government won't be motivated to move forward and act quickly if they feel their supporters are still blaming the previous administration. Now there's nothing wrong in telling the truth, yes this mess was carried over but please as much as they're talking about who created the mess, more should be talked about what they're doing to fix it and get out of the mess. This government needs to give details, timelines, plans of how they plan to fix the mess. This is the reason they got elected. We that supported them were not satisfied with the previous government but we voted the new government to fix the mess not point out what we know.

Now for the avengers, let's be honest, the FG is treating them with kid gloves only because they're worried about the backlash. The avengers know this and they're taking advantage of it. However, what are the laws on bringing in gas into the country. If gas can be imported, let's do that to service these power plants. If after that the avengers want to get high off the gas that's wasting away let them feel free.
