Yes, it is. It is industrial population. Signifying the massive industrialisation of the area. None of the slums in Kenya, Lagos, India not even the largest slum in world, Mexico topped the list of the most populated. It is Onitsha that is far more developed and cleaner than them all.

The only problem with SE is bad road, we don't do slums. Even Aba that has the worst roads in the entire SE doesn't have any slum comparable with the smallest slum in Lagos. I once saw a report that says that any child born in the SE have the highest probability of not being born into a slum.
