Who told you fear of witchcraft had to be influenced. It would like religion appear on it's own. Back then most disease were linked to demons and evil spirits, hence evil humans that could control them were imagined as witches.
This could just be someone arriving in a town before a disease outbreak. That person would be termed a witch and possibly killed.
