Chinedu, you have to check respective embassy websites. I know Germany is €60 and UK student visa is £450 or so, other visa fees is lesser than study visa. I do not know about US visa fees

But recently i was told by a family friend that i should get and HND form, complete the first semester of HND1 and do a transfer so my question is 'is it possible to get admission in such way? and pls what are the chances?

Such transfers are not possible. However, your HND certificate can get you an admission into year one (100 level) in Germany. All the best.
