after studying it for a while I think it's has to do with states and senatorial district in the states. Someone can confirm... I stand to be corrected.. But there is another criteria involved.

That is the way its been programmed.A local government is given a particular code.Go through the list and see.Some candidates having same code but different application ID

The highest rank is Rear Admiral a 2 star general, the reason I didn't say Vice Admiral (a 3 star general) who is automatically the Chief of Naval Staff (CNS) is because, it's an appointment by the president and their can only be one CNS at a time.

Promotion is every 4 years but I heard they wanna increase it to 5 now
