You said it all with this. People come and go, but institutions remain. Those attributes you mentioned are the bedrock for any solid institution. That's why I ain't impressed with the so-called on-going anti-corruption war. It's just all about impressing the so-called strong man in Aso Rock and not really hitting on corruption itself. If that man leaves, this so-called anti-corruption fight goes with him and then its back to square one again. Kinda reminds me of the Cobweb Theory in Economics...
