Halo house..I am a 24years old graduate of Microbiology(second class upper division).. It depends on what professional sub-area you want to specialize In within the HSE Sciences Discipline.

Personally (I repeat, Personally), I would go for the MSc and take the professional courses alongside. These courses are usually of a short duration. Even NEBOSH IGC is about 2 weeks max. NISP HSE Levels 1,2, and 3 each lasts for between 2-5 days.

Secondly, the modules in your MSc. program will help in determining what areas you are already conversant with and what areas you need to know about during the professional courses.

Thirdly, with the regulatory regime of the HSE Profession in Nigeria right now, you will need NISP/ISPON to professionally practice HSE in Nigeria. Though this is not fully enforced/implemented yet, but who knows how it would be tomorrow. Getting this is no big deal as I earlier pointed out, it is not very stressful either. Besides, regardless of your BSc. or Msc. you need the professional qualifications and recognition.

To me, do the MSc Course if you have the admission (is it the one offered by Unilag?) and,even while doing this, you can pursue basic courses with ISPON, get registered with ISPON and then perhaps, chase NEBOSH. If you are still awaiting the admission say for 2017/2018, you can start with NISP/ISPON.

It depends on your area of interest and where you picture your skills and strengths being of use to an organisation, your private practise or to the society.

It is however better to start with the Basic courses (Levels 2 and 3) under ISPON. There your interest will be stimulated as you are taught the basic principles and components of Safety Sciences/HSE.

Afterwards you can go for specialized courses that you think will best suit your professional needs. But before then at least you have the background knowledge about Safety,Hazards, Risks, Consequences, Mitigation Measures (measures to prevent cause and measures to reduce/eliminate consequences etc), Unsafe Acts, Unsafe Conditions, HSE MS/Policy, etc.

e.g. Are you an industrial chemist or are you interested in Chemical Process Engineering? Then you can chase a specialized course in Chemical Process Safety Management/Engineering or Chemical reaction hazards/Thermal Runaway Risk Assessment etc (see attached link for some booklets below)*.

Note, some of these courses are not fully developed in Nigeria with respect to content and techniques.

OSHA is credible. They have this system where You have the materials and You study/take the courses online. Upon completion of the course You then write the exams online. If You pass, You can pay to get the certificate. Usually, when You pay the certificate is sent to you.

OSHA Certifies the training and not the individual. OSHA does not certify any individual as competent to do any task. They only certify that You have gone through the OSHA Course in line with the following standards:

-ANSI Z490.1-2009, Criteria for Accepted Practices in Safety, Health and Environmental Training,
-OSHA Publication 2254

These standards considers online courses valid if they meet the following basic criteria:

1. There must be adequate treatment of the subject in terms of content and currency.
2. The course and exam must be conducted by a competent person/body.
3. A standard knowledge test. Typically multiple-choice, true-false, or essay questions will be presented to the student.
4. At least 25 questions for complex procedures or topics.
5. A minimum exam pass score of at least 70% with no more than three attempts to pass a test.
6. An opportunity for student-instructor interaction.
7. A certificate of completion with unique student identification.
8. A student evaluation of training.

The OSHA Training you want to do online meets this criteria. If in doubt, send a mail to OSHA directly and inquire.

One thing to note is that You are in Nigeria, with all due respect to OSHA, get NISP/IPSON also and register with the body. That way You have satisfied/fulfilled the basic requirement for practicing the HSE Profession in Nigeria and with the OSHA You have an International View Point so to speak.

WHY I MENTIONED ATEX

Why I referred to ATEX was because it contains the principles of explosive atmospheres and a hazardous area or hazardous area classification. A hazardous area is one where flammable liquids, gases or vapors or combustible dusts exist in sufficient quantities to produce an explosion or fire. If you see this definition you will understand that though it defines a term with the word HAZARD/HAARDOUS, it specifically only refers to a type of hazard i.e. FIRE/EXPLOSION. This is why one needs to practice and look beyond NISP/NEBOSH type knowledge/experience. That is not to say they are not important. But in real/serious practice they are rudimentary.

An explosive atmosphere is defined as a mixture of dangerous substances of sufficient quantity with air, under atmospheric conditions, in the form of gases, vapours, mist or dust in which, after ignition has occurred, combustion spreads to the entire unburned mixture. So you have:

1.AIR
2.DANGEROUS SUBSTANCE e.g. Gases, Vapours, Mist or Dust in right quantity i.e. within upper and lower explosive limits.
3.ATMOSPHERIC CONDITIONS
4.IGNITION

The spilled products from the petrol tanker in Port Harcourt has all the factors that come into play as listed above except for AN IGNITION SOURCE. Luckily the fire fighters removed the possibility of 1 and 2, in the Port Harcourt Case. Air was removed through smothering effect,Dangerous substance i.e. petrol vapors were removed by using foam to ensure that they were not further released. Also the foam mixed with the product increasing/eliminating its flash point. Atmospheric conditions remained and ignition source was not present. All they needed to do was to remove just one of the above by the way.

WHAT IS ATEX
ATEX stands for ''ATmospheres EXplosibles'' . Trust the French and Germans to run the EU. The name/term ATEX originated from two European Union Directives/Regulations designed to ensure the safety of products being used in explosive environments.


The EU ATEX regulations are quoted as follows:

The regulations are based on the following directives:
1. Directive 94/9/EC (‘ATEX 95’ or ‘the ATEX Equipment Directive’) This directive refers to the equipment and protective systems intended for use in explosive atmospheres.

2. Directive 99/92/EC (‘ATEX 137‘ or the ‘ATEX Workplace Directive’) This refers to minimum requirements for improving the health and safety protection of workers at risk from explosive atmospheres.

Explosive atmospheres are work areas that contain flammable gases, mists or vapours or by combustible dusts. All it needs is a source of ignition to cause an explosion. Although the ATEX regulations were originally drafted for the EU, they are becoming accepted as a worldwide standard of approval. This is because it is easier for companies to simply specify ‘ATEX-approved’ as the minimum standard for equipment being used on e.g. platforms, in mines etc . On the 1st of July 2003, the ATEX Directive became mandatory for all electrical and mechanical equipment used in potentially explosive atmospheres.

Please note that ATEX covers all forms of equipment that could cause an accidental explosion through THIER OWN SOURCE OF IGNITION. This therefore excludes equipment, such as cookers and heaters, which are meant to provide ignition. These are usually not allowed in explosive atmospheres at work.

CONCERNS OF ATEX- EXPLOSION RISKS/HAZARDS

Just as fire has the Fire Triangle. Explosion has the EXPLOSION PENTAGON taken mainly from work done on DUST EXPLOSION-Yes dust can explode! This comprises of 5 main factors which must be in place for explosion to occur. See Photo 2. These are:

1.Heat
2.Oxygen
3.Dispersion
4.Fuel
5.Confinement

ATEX regulations expect you to do a risk assessment of your process. Identify explosive atmospheres in the work place and ensure that equipment to be used within these areas are able to prevent explosions from occurring by being intrinsically safe, and/or being of a flame proof enclosure, and/or make the equipment enclosure oil or powdered filled to suppress the ignition sources in ignition source components of various equipment to be used in hazardous areas with explosive atmospheres etc.

Such equipment which are ATEX classified are generally referred to as EXPLOSION PROOF

Category 1: These are equipment intended for high-risk areas where an explosive atmosphere is present long periods.
Category 2: Equipment intended for medium-risk areas where an explosive atmosphere may occur under normal operating conditions.
Category 3: Equipment intended for areas where an explosive atmosphere is only likely under abnormal circumstances.


EXAMPLE
You are the HSE Manager in a petroleum depot. During your last operations meeting with other section heads and Management you were informed by the Maintenance and Engineering Crew that there is to be some maintenance work to be done within the depot. It includes a contractor coming to work with a pump in the Depot Tank Farm and after that a new equipment will be installed within the tank farm area.

Ask yourself. How will you classify the Refined Petroleum Depot Tank Farm-where those large tanks are? From experience we know that there is always the smell of petroleum products/vapors within the tank farm area. From our own observation, from incidents/accidents and recommendations/directives by regulatory agencies the Tank Farm Area is classified as a ZONE 0!- see classification table attached.

So you must make sure that contractor must ensure his pump is ATEX/IECEx/UL Classified and in conformance with their stringent rules. He must show you and you must ensure that his equipment is ATEX Classified. It will be part of the job hazard analyses/permit to work system.

Your new equipment you want to install must also be intrinsically safe e.g. spark resistant and if it has explosive spark producing/ignition components, it must also be to ATEX standards by being placed during design in a flame proof enclosure or filled with oil or powder. You must demand for the ATEX certificate of the equipment and where in doubt, verify it. This must be in your Management of Change System.

''Registered Environmental Manager'' : This is not offered in Nigeria. It is a system set up by the National Registry of Environmental Professionals -NREP- a non profit organization set up in 1987. The accreditation given by this body is recognized by Department of Energy and the USEPA. To be eligible to write this professional exam, one must have a degree in environmental sciences related discipline plus 5 years of work experience. This course is offered abroad.

Currently, there is no body by law regulating the Environmental Sciences Profession in Nigeria. At a time, NES -Nigerian Environmental Society wanted to charter the discipline and sent a Bill to the National Assembly. But like any good things in Nigeria, it was not seen as important not because it isn't. But because the body lacked funds to Lobby. With regards to Safety, it is now slightly and manageably different. We have ISPON.

Certified Hazardous Materials Manager: This course is currently not offered by any training school in Nigeria. I am not aware of any. This course was set up by the US Based organization, Institute of Hazardous Materials Management founded in 1984. It is considered a non profit organization. This is a U.S course so to speak. This independent course is recognized by a few states and their Departments in the US and they require it in the performance of certain types of work/jobs. The cost is about 535 US Dollars. Application involves having a related degree in hazardous materials management as part of the eligibility requirements. During application to sit for the professional exams the college transcripts can be uploaded online. Remember that at the end of the course, a professional exam is written.

''Control of Substances Hazardous to Health'': The COSHH training is supposed to give workers the knowledge and skills for preventing, establishing/identifying and eliminating/mitigating risks involved in working with hazardous substances. By UK law any personnel who comes in contact with hazardous materials or substances in the work place must have the necessary knowledge and skill to be competent in doing the job properly. Therefore, COSHH as an exercise/activity is backed by UK Legislation which is the COSHH, 2002 Legislation. It is as such, mainly a U.K activity and a Course mainly offered in the U.K. This is because by their law, this Training is REQUIRED. Note that the Regulation does not impose how the course will be per se. But it requires that the course must give employees the necessary level of competency so that the principle of ''COMPETENT PERSON'' is adhered to.

I doubt if we have adopted this regulations into any of our National Regulations in any of the sectors. I am not aware of any. I AM ALSO NOT AWARE OF ANY TRAINING SCHOOL OFFERING THIS IN NIGERIA. However, a little peek into the COSHH Curriculum, it includes modules like:

-Introduction to COSHH
-COSHH Legal Requirements
-Health Risk and Effects from Hazardous Substances
-Hazardous substances Identification and Classification
-COSHH Risk Assessment and Control Measures
-Health Assessment Monitoring and Surveillance

But it requires that the course must give employees the necessary level of competency so that the principle of ''COMPETENT PERSON'' is adhered to.

I doubt if we have adopted this regulations into any of our National Regulations in any of the sectors. I am not aware of any. I AM ALSO NOT AWARE OF ANY TRAINING SCHOOL OFFERING THIS IN NIGERIA. However, a little peek into the COSHH Curriculum, it includes modules like:

-Introduction to COSHH
-COSHH Legal Requirements
-Health Risk and Effects from Hazardous Substances
-Hazardous substances Identification and Classification
-COSHH Risk Assessment and Control Measures
-Health Assessment Monitoring and Surveillance

Why dont you try ISPON. Formerly called NISP.

After this you can register and become a member. Which is what is regulatory required anyway.
