You should be able to do that, my phone is locked to 4G and 3G only....

Settings,=> about phone => tap internal storage 5 time or more, select phone 1 or 2 depending on the aim port...
Select Wcdma only..

My battery bar remains 10% now should I charge it now or wait till it drains completely?
And pls check if this ROM is original stable ROM or the dreaded vendor ROM

That's global stable. Good one. Let your bat3 run down patapata, then charge to 100% .

try checking ya post office,urs is taking too long. I got my own item today,something that was shipped on 8th of this month.

House, I just bought the redmi note 3, but the Fingerprint isn't working. The option to add Fingerprint is not even on the settings. Please what could be the problem? Note: I'm not a newbie regarding xiaomi phones
