Almost all new aliexpress account need u to verify that u are d owner of d card u using or u are authorized to use it, that's what is called appeal. To appeal, you need to upload picture of the ATM card(you can block out some numbers for security purposes), identification (eg passport, voters card or international passport), and a recent bank statement of the account you were told to appeal. Am not a fan of email, it takes too long to get resolution. He can place a call to them. Faster and easier to explain your issue.

That's another option but in the case you need to fill a form, their call rep won't be enough. Come to think of it, you might spend minutes waiting for a call rep to address you of which they're not operating a toll-free lines.
