You should be asking your school this question, Different schools have different policies as regard tuition payment. Some schools if not most, have payment plan where you can spread your payment across the semester. In summary, check your school requirement. Meal plan might be compulsory in some schools if you are staying in the on-campus halls. Again, ask your school because that's where you can get the only true information.

In some schools freshman are mandated to leave on campus for their first year and so that they don't burn down the house cooking this and that , cooking is not allowed . ...Hence meal plan is compulsory because how else will they eat ....

If you don't want to pay for meal plan , then ask the school what are the options for Off-Campus housing for freshman and confirm that if you are offcampus you don't have to pay for meal plan(usually true) ........ Also in most cases off campus is cheaper anyway but as a young freshman it usually better to be on campus, probably safer and I really like it that integrate with your mates

Yes na so we see am..... if you are undergraduate you dont need to have the actual visa except if you need to travel.. so for example if after 2 years your visa stamp has expired on your passport but you still have some years on your program . As long as you are in status then your i20 is fine and you can remain in the US till you finish. . That fine

However if it has expired and you need to leave the US for holiday or something then yes you need a valid visa stamp to be able to come back in... that visa stamp is not done within the USA.
