That is operating system issues. You should either do a system restore or install a new operating system.

Sotall, thank you for your kind assistance. My HP 250 has a battery charging problem. Whenever I plugged the charger it will charge up to 15 to 23% after which it will show " Charger plugged in, battery not charging". I got a video on how to fix it from youtube, but it only solves the problem for a while and it will start misbehaving again. Please help with a better solution.

You are going to test another charger and another battery on your system. One of them is most likely faulty.

it Toshiba Satellite U300 running window 7 ultimate 64 bit, i bought i universal driver yet it did not drive it, i went to a pc specialist he said Toshiba is hard to get its driver and parts.

I'd suggest you downgrade it to 32bit and buy driver pack 15

Upgrading and downgrading of operating system requires basic understanding of how to install operating system..
I advice you take it to a technician near you if you don't know.

Get a windows activator from those guys selling computer software. Its cheap and easy to use.
