I still ask, where are the regions hoping to get funds to run the development commissions, I hope they are not hoping to milk the Nigerdelta region. The States in a region can contribute to fund their regional development commission, the regions can tax companies operating within the region as done in the nigerdelta.
The Niger delta development commission NDDC get most of its fundings from the oil companies operating in the region.

These so called Regional Development Communities are just new ingenious avenues for political elites to get a bigger bite of the national cake. They just want more oil monies from the nigerdelta. They are not debating how monies will be generated within the regions to fund the development agenda.

Even the NDDC that receives billions of naira carries out very little actual developmental projects, it has become a source of political patronage and favours.

This is chapter part 5 of the NDDC act on how the NDDC will be funded;

Part V
Financial Provisions

14. (1) The Commission shall establish and maintain a fund from which shall be defrayed all expenditure incurred by the Commission.
(2) There shall be paid and credited to the fund established pursuant to subsection (1) of this section-

(a) from the Federal Government, the equivalent of 15 percent of the total monthly statutory allocations due to member States of the Commission from the Federation Account; this being the contribution of the, Federal Government to the Commission-

(b) 3 percent of the total annual budget of any oil producing company operating, on shore and off shore, in the Niger-Delta Area; including gas processing companies;

(c) 50 percent of monies due to member States of the Commission from the Ecological Fund,

The House of Representatives was on Friday, engulfed in a rowdy session as members debated a bill concerning the South-East Development Commission (SEDC)

It is understood that those leading the protests in the chambers are members of the House mainly from the South-East geopolitical zone.



They are said to be upset over the abrupt withdrawal of a bill seeking to create a South-East Development Commission, despite the best efforts of House Speaker Yakubu Dogara in explaining that the bill was stepped down because its sponsor, Honourable Chukwuka Onyema, was absent from plenary.

Addressing the House on the matter, Speaker Dogara said the lawmakers were not against the bill, but that debates could not be continued due to the absence of the bill’s sponsor, Hon Onyema.

Order eventually prevailed in the House after about 15 minutes of pandemonium as the bill is now being considered by the lawmakers.

The SEDC has been one of the contentious bills in the legislature following its introduction in 2016 as a response to the North East Development Commission (NEDC) introduced in 2015.

Although its core objectives are yet to be debated, advocates of the bill say it will help tackle alleged marginalisation of the south-east and bridge the development gap of the region – a cry that’s been amplified in the present administration as manifested in the recent exclusion of the south-east in the Federal Government’s modernisation policy of railway projects nationwide.

This also comes amid heightened separatist pressures in the region that saw a massive sit-at-home on May 30 (Biafra day) that crippled economic activities across all five states and parts of the south-south.

For now, the future of the bill is at best conjectural.

That is why I asked; how are all these proposed development commissions going to be funded?

To me all these agitations for commissions are trash as what we should be fighting for is a system where the states generate enough funds to take care of their needs. But Nigeria keeps on doing the absurd by ignoring major reforms and choosing stupid short sighted means to solve problems. So until Nigeria agrees to reform we can all play the game of stupidity.

I remember when south east senators joined their northern colleagues to kill the bill seeking the well deserved special status for Lagos. Some Southerners even rejoiced over the defeat of the bill here on Nairaland.

But what caught my attention was the hi fives the Hausa gave themselves in defeating the bill and the Yoruba sitting mute while the Igbo house of representatives did a walkout after the northerners said they are afraid of the recent clamour for Biafra.

What does the South east contribute to the Central govt to deserve a special development commision

The Niger Delta deserves theirs due to their resources, Lagos and Ogun deserve too since they contribute more than they receive......yet they aren't wailing all over the National assembly, even Lagos since its "Special status" bill was shot down by these same people.
