According to PSR 030301, I would quote where is necessary alone
Scandalous conduct such as:
iv) foul language
f) unauthorized removal of public records
m) refusal to take/carry out lawful instruction from superior officers;
n) malingering
p) Discourteous behavior to the public.
These are some of the listed misconducts that relates to what the government has said. I don't know where the ban applies.... I don't understand the governor's action
